Revenue Forecasting Under COVID-19. Accurate revenue forecasting is key to a successful budget, but COVID-19 has made it much harder to create such forecasts, especially for jurisdictions that are heavily dependent upon sales taxes or tourism. This webinar will discuss current economic indicators and forecasts by state agencies and provide considerations for forecasting 2021 and beyond.

Speaker and Presenter Information

  • Mike Bailey, Finance Consultant, MRSC. Mike Bailey joined MRSC in September 2018. He has worked in local government finance since 1980. He is a former president of the Washington Finance Officers Association (WFOA) and served on the Government Finance Officers Association’s (GFOA) Executive Board. He was chair of the GFOA Budget and Management Committee and is the local government representative to the Streamlined Sales Tax Project. Mike conducts workshops on local government financial management, budget, and financial leadership and leads council retreats and strategic planning processes.
  • Toni Nelson, Finance Consultant, MRSC. Toni began working for MRSC in 2014. Her background in governmental accounting is extensive, with over 30 years in the public sector, including time at the Washington State Auditor’s Office and as the Clerk/Treasurer for the Town of Twisp. She is on the board of the Washington Finance Officers Association (WFOA) and has served on the education committee for over 20 years. Toni conducts workshops on local government budgeting and financial reporting with a focus on smaller jurisdictions, cash basis accounting and the challenges for smaller entities.
