The Intersection between the Executive Order on Improving the Nation’s Cybersecurity & Acquisition

The Federal Insights Exchange is thrilled to host a dynamic panel discussion on successfully aligning the Executive Order on Improving the Nation's Cybersecurity with the Department of State’s contracts. While much of the EO aims to create consistent standards and regulations, the EO also includes requirements and reporting responsibilities for contractors, not previously in place.

To help address the urgent need to ensure compliance and continuous progress towards a more secure nation, we have assembled three incredibly informative panels to share advice on the following topics:

Panel One: Cybersecurity Infrastructure
Description: “How to incentivize system integration contractors to invest in cybersecurity and reasonable expectations for the Government to have of their partners.” Mandatory training, certifications, standards and overhead investments in cybersecurity staff and tools” What should government truly be evaluating to give them confidence prospective contractors will be able to quickly respond to evolving threats.

Panel Two: Removing Barriers to Sharing Threat Information
Description: Incentivizing contractors to go beyond standard reporting required by the EO with a focus on legal liability and what DOS needs to do to be a better partner. How do we write contracts to be more resilient in terms of clearly stating risk and addressing steps to resolve cyber threats?

Panelists:

Mike Baker, Chief Information Security Officer, General Dynamics Information Technology (Washington Technology CISO Council Chair (confirmed)
Nicole Pierce, Former National Geo-Spatial Agency Acquisition Executive (confirmed)

Panel Three: Enhancing Software Supply Chain/Open Source and COTs Products
Description: A discussion of the role COTs providers play in securing the supply chain and reducing the risk of supply chain attacks through COTs products and the tension between integrators and COTs providers.

Moderator:
Kendall Holbrook,  Chief  Executive Officer, Dev Technology Group

Panelists:

Steve Faehl, Federal Security CTO, Microsoft (confirmed)
Jackson Thomas, Senior Director, Oracle (confirmed)
