Fraud Beyond the Pandemic: The Role of Identity Verification



Public sector agencies’ digital strategies were put to the test by the pandemic. With legacy and manual systems pushed to their limits by the new digital age, agency leaders were faced with the unprecedented task of scaling digital solutions which suddenly became the default channel for millions of interactions with the population. 

 

Public sector professionals stepped up to the challenge. However, as the effects of the pandemic ease, individual expectations of digital channels and online support services will continue to rise. At the same time, systems that were designed for short-term fixes require upgrades to achieve long-term scalability, inclusion, and accuracy.

 

In this first installment of a three-part webinar series, public sector and fraud experts will explore best practices for agencies to scale their online systems to meet new demands, while creating stronger safeguards against fraud attacks. They’ll focus on:

  • Why identity fraud is easy to perpetrate and very difficult to detect and prevent
  • Why identity verification matters for public digital services
  • Innovative approaches to identity verification to ensure equitable delivery of a seamless user experience while preventing fraud

Jordan Burris

 

Jordan Burris is the Senior Director for Product Market Strategy - Public Sector at Socure. In this role, he partners with government leaders to develop and scale Socure’s public sector offerings for identity verification and fraud detection. This includes leading efforts to promote and evangelize industry leading concepts in digital identity inclusion and fairness.

Prior to his role at Socure, Jordan served at the intersection of policy and delivery as the Chief of Staff in the White House Office of the Federal Chief Information Officer. He was responsible for orchestrating the execution of technology and cybersecurity efforts across two Presidential administrations to include the oversight of the Federal Government’s $90 billion+ technology budget. Jordan is a well-regarded strategist and thought leader behind the development of government-wide technology and cybersecurity policy notably in the domain of Identity, Credential, and Access Management (ICAM). Prior to joining the government in 2017, Jordan worked for Deloitte helping both commercial and public sector clients improve their cybersecurity risk management practices.

 

 

Dr. Stephen Coggeshall

 

Dr. Stephen Coggeshall is the retired Chief Analytics and Science Officer at ID Analytics/Lifelock, an identity fraud protection company. He was the founding CTO of ID Analytics where he built the analytics team and helped design the technical solution approach. Prior to ID Analytics Dr. Coggeshall worked for 11 years as a researcher in nuclear fusion at the Los Alamos National Laboratory.

In addition to ID Analytics, Dr. Coggeshall also cofounded the analytics consulting companies CASA (acquired by FICO) and Los Alamos Computational Group (acquired by Morgan Stanley). His expertise is in forming and managing teams of data scientists to attack complex business problems using advanced algorithms on big data. He has deep expertise in consumer behavior modeling, optimization, forecasting and financial engineering, and spent the past 15 years focusing on identity fraud dynamics.

 

Jeremy Grant

 

Jeremy Grant serves as Coordinator of the Better Identity Coalition, an organization focused on developing and advancing consensus-driven, cross-sector policy solutions that promote better solutions for identity verification and authentication.

He brings more than 20 years' experience at the intersection of identity, privacy, and cybersecurity, having served in a range of leadership positions spanning government and industry. He currently serves as Venable's Managing Director of Technology Business Strategy and is a member of the firm's eCommerce, Privacy, and Cybersecurity Group.

Jeremy previously established and led the National Strategy for Trusted Identities in Cyberspace (NSTIC), housed in the National Institute of Standards and Technology (NIST); NSTIC was the first new cybersecurity program launched by the Obama administration. There he led activities across private and public sectors to drive a marketplace of more secure, privacy-enhancing identity solutions for online services. He also served as NIST’s Senior Executive Advisor for Identity Management.
