INVITED: Lesley Field
Deputy Administrator for Federal Procurement Policy in the Office of Management and Budget (OMB)
Lesley Anne Field is the Deputy Administrator for Federal Procurement Policy in the Office of Management and Budget (OMB), Executive Office of the President, and is currently serving as Acting Administrator for Federal Procurement Policy. Her office is responsible for developing and implementing government wide policies to support over $650 billion in federal contracting each year. Prior to joining OMB, Lesley served as a contracting officer at the U.S. Department of Transportation. Lesley is a 2019 recipient of the Presidential Rank Award, a Fellow of the National Academy of Public Administration, and was recognized by FCW with their President’s Award in 2017. She received her Bachelor of Science in Commerce from the University of Virginia, her Master’s Degree in Public Administration from Virginia Tech, and she completed the Senior Executive Fellows Program at the John F. Kennedy School of Government at Harvard University.

Maj. Gen. Cameron G. Holt
Deputy Assistant Secretary for Contracting, Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, Washington, D.C.
Maj. Gen. Cameron G. Holt is the Deputy Assistant Secretary for Contracting, Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, Washington, D.C. He is responsible for all aspects of contracting relating to the acquisition of weapon systems, logistics, and operational support for the Air Force and provides contingency contracting support to the geographic combatant commanders. He leads a highly skilled staff of mission-focused business leaders supporting warfighters through $825 billion of Space, Global Power/Reach and Information Dominance programs. He also oversees the training, organizing and equipping of a workforce of some 8,000 contracting professionals who execute programs worth more than $65 billion annually.

Chris Bennethum
Assistant Commissioner, AAS
Chris Bennethum is the Assistant Commissioner for GSA’s Office of Assisted Acquisition Services (AAS) within the Federal Acquisition Service (FAS). In this position, Mr. Bennethum is responsible for overseeing AAS’ delivery of over $9 billion in custom acquisition, project and financial management services, enabling customers’ missions worldwide. AAS specializes in complex, sensitive and mission-critical projects that are offered to federal clients on a fee-for-service basis through twelve nationally-located Client Support Centers (CSCs).

Ricky Clark
NITAAC Deputy Director
Ricky Clark is the Deputy Director of NITAAC. A United States Navy Veteran, Mr. Clark began his federal contracting career with the 87th Contracting Squadron at Joint Base McGuire-Dix-Lakehurst. Prior to reporting to the National Institutes of Health, Mr. Clark served as the Chief of Acquisition Service for the Government Publishing Office, where he led a cradle to grave contract team that managed the procurement needs of all three branches of the federal government, including U.S. Passports for the Department of State. Mr. Clarke also served as a Senior Procurement Analyst at the Department of Veterans Affairs, Office of Acquisition and Logistics Procurement Policy and Warrant Management Division, where he led the agencies’ largest Integrated Product Team.

Soraya Correa
President & CEO, Soraya Correa & Associates LLC
As the former Department of Homeland Security (DHS) Chief Procurement Officer and Senior Procurement Executive, Ms. Correa was responsible for the implementation of the unique acquisition policies, regulations, and standards of the agency. Her work included direct oversight of all procurement operations, including the work of over 1,500 procurement professionals assigned to the ten Heads of Contracting Activities providing contracting services to DHS components, organizations, and offices. The DHS procurement portfolio exceeded $25 billion per year and consisted of the acquisition of a variety of services and products, including information technology, research and development, construction, law enforcement, and professional, consulting, and advisory services.

Nina Ferraro
Deputy Chief Procurement Officer, U.S. Department of Homeland Security
Ms. Nina Ferraro is the Deputy Chief Procurement Officer (DCPO) for the Department of Homeland Security (DHS), having been appointed to this role on September 27, 2021. In this role, she assists the Chief Procurement Officer by managing the Department’s Procurement Line of Business, which spans nine operational procurement activities supporting each of the Department’s Components. Prior to her appointment as DHS’s DCPO, Ms. Ferraro served as Special Advisor to DHS’s Chief Procurement Officer, from June 2019 through July 2021 and Acting Deputy Chief Procurement Officer from August 2021 through September 26, 2021.

Karla Smith Jackson
Senior Procurement Executive, Deputy Chief Acquisition Officer and Assistant Administrator for Procurement, National Aeronautics and Space Administration (NASA)
Karla Smith Jackson is the Senior Procurement Executive, Deputy Chief Acquisition Officer & Assistant Administrator for the Office of Procurement at the N In this role, she provides senior executive leadership and oversight of NASA's procurement functions, policy, and initiatives to an acquisition workforce of over 4,000 personnel. Ms. Jackson serves on the Federal Acquisition Institute Board of Directors and on the Federal Acquisition Regulation Council. She is one of only three signatory authorities that can execute procurement policies and procedures on behalf of the United States Federal Government. In addition, she represents NASA’s enterprise procurement organization across the Federal Government, industry and international organizations.

Craig E. Kaucher

Mr. Craig E. Kaucher, a Defense Intelligence Senior Level, serves as the Director for Cyber and Operations under the DCSA Program Executive Officer, and has been in that role since October 2019. Prior to that in 2019 he served on detail to the Director, National Background Investigations Bureau (NBIB), Office of Personnel Management (OPM), as the Acting Deputy Assistant Director of the IT Management Office (ITMO), with a focus on sustainment and stabilization of current operations, while preparing for the transfer of the NBIB mission, and ultimately the legacy background investigations systems, to DCSA.

As a recognized executive, on-air commentator, and policy expert with more than 20 years of experience in the U.S. Government and industry, she brings a wealth of knowledge in federal procurement policy and acquisition regulations, government processes and programs, and public-private partnerships.

Jeff Shen

Jeffrey Shen is the President at Red Team Consulting and brings over 20 years of proven leadership and expertise in federal contracting, corporate strategy, and business development. Since joining the company in 2006, Mr. Shen has been responsible for developing the company’s corporate growth strategy and ensuring successful delivery and profit and loss of all supported programs. His career in management and consulting includes working with U.S. corporations and public sector clients in the areas of capture management, strategic planning, and acquisition planning. He has delivered business strategy and technology solutions to the U.S. Federal government and Fortune 500 companies worldwide on contracts totaling over $30 billion. With nearly two decades of experience, Alexa is a subject matter specialist in business transformation, the digital revolution, system enhancements, and process automation.

Jennifer A. Swanson
Chief Systems Engineer for the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT))
As a member of the Senior Executive Service since April 16, 2017, Ms. Swanson currently serves as the Chief Systems Engineer for the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)). In this position, Ms. Swanson leads digital engineering across ASA(ALT), with a focus on implementation of agile software development, DevSecOps, and data centricity. Ms. Jennifer Swanson previously served as the Director of the U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center (SEC) headquartered in Aberdeen Proving Ground, MD. Ms. Swanson provided state of the art software engineering products and services throughout the Army. The SEC supports C5ISR systems with a portfolio that includes tactical, business and logistics systems. As Director, she oversaw a global mission, running an organization of approximately 3,000 military, civilian and industry employees, with an annual budget in excess of $600 million.

John M. Tenaglia
Principal Director, Defense Pricing and Contracting, Office of the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S))
Mr. John M. Tenaglia serves as the Principal Director, Defense Pricing and Contracting (DPC) within the Office of the Secretary of Defense (OSD), U.S. Department of Defense (DoD). He is responsible for the pricing and contracting policy matters that relate to $400+ billion in annual contract obligations. As the functional leader of DoD’s 32,000+ contracting and purchasing professionals, he is responsible for their workforce career development. He serves as the principal advisor to the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) on acquisition and procurement negotiation strategies for all major weapon systems, and major automated information systems programs. He is responsible for assisting the USD(A&S) in the implementation of the Department’s operational priorities, including business reform initiatives to reduce operational costs and speed delivery to the warfighter. He oversees business enterprise initiatives related to pricing, domestic, international, and contingency contract policy for DoD, and associated e-business solutions; and DoD procurement regulations.

Mara E. B. Winn
Associate Director for Planning and Coordination, Cybersecurity and Infrastructure Security Agency’s (CISA) National Risk Management Center (NRMC)
Mara E. B. Winn is a career member of the Senior Executive Service and the Associate Director for Planning and Coordination at the Cybersecurity and Infrastructure Security Agency’s (CISA) National Risk Management Center (NRMC). She oversees planning and collaboration activities within the NRMC focused on addressing the Nation's highest priority critical infrastructure risks, originating from cyber-attacks and other hazards. The NRMC serves as the end-to-end integrator of risk management activities for National Critical Functions, and leverages that risk expertise to support overall execution of the CISA mission. Ms. Winn has more than twenty years of experience in all stages of acquisition management, systems engineering, project management, and product development life cycles from analysis through implementation and closeout.

David Berteau
President and CEO, Professional Services Council
Mr. Berteau became the President and Chief Executive Officer of the Professional Services Council (PSC) on March 28, 2016. With more than 400 members, PSC is the premier advocate of and resource for the federal services industry. As CEO, Mr. Berteau focuses on legislative and regulatory issues related to government acquisition, budgets, and requirements by helping to shape public policy, leading strategic coalitions, and working to improve communications between government and industry, focusing on outcomes and results for the government. Prior to PSC, Mr. Berteau was confirmed in December 2014 as the Assistant Secretary of Defense for Logistics and Materiel Readiness. He oversaw the management of the $170 billion in Department of Defense logistics funding. Previously, Mr. Berteau served as Senior Vice President and Director at the Center for Strategic and International Studies (CSIS). His research and analysis covered federal budgets, national security, management, contracting, logistics, acquisition, and industrial base issues.
