Purpose: To share and exchange Strategic Thinking perspectives between NAVAIR, NAWCAD and the community, and to build an understanding of our future challenges and opportunities. 

This series will offer an interactive discussion exploring the concept of strategic thinking, what it is, how to do it, and what it all means when assessing the 21st Century environment. 

The discussions will highlight insights and perspectives from multiple lenses to help examine the future, and understand what it means today so that we can collectively plan for the future and ensure regional excellence in support of the warfighter.

Expect to participate and engage in an active dialogue at the edge, to share learning and new ideas about how the community can best work together, and to consider how we should be shaping events today in preparation for a highly complex and dynamic future.

Speaker and Presenter Information

Since May 2011, Mr. Moore serves as the Director for Strategic Initiative and Coordination for the Naval Air Systems Command, and is the Director of the Naval Air Systems Command Strategic Cell. He is responsible for establishing, managing and executing the Strategic Operations framework across NAVAIR’s $40B multi-site/multi-Competency enterprise across the full spectrum of strategic activities including: environmental scan and awareness, strategic assessment and analysis, future scenarios, and the development of the NAVAIR Commander’s Guidance, the NAVAIR Commander’s Intent, and the 2015-2030 Naval Air Systems Command Strategic Plan. Since February 2010 Mr. Moore serves as the Assistant to the Commander for Strategic Operations, Naval Air Warfare Center – Aircraft Division (NAWC-AD), and is the Director of the NAWCAD Strategic Cell. In these capacities he is responsible for a wide range of strategic activities impacting NAWCAD over the long term including: Political, Economic, Social, Technological and Operational considerations, and is responsible for developing the NAWCAD Strategic Plan supporting over 10,000 personnel and approximately $4B in operating revenue. Mr. Moore serves as the NAWCAD Liaison to The Patuxent Partnership Board of Directors. From October 2007 to February 2010, Mr. Moore served as the Chief Systems Engineer for the Navy Unmanned Combat Air System (N-UCAS) for PMA-268, and was responsible for the full range of systems engineering activities including: the UCAS-D X-47B which had its first flight on February 4, 2011 at Edwards Air Force base, Aviation/Ship Integration, as well as advanced UCAS system research, development and planning. From May 2004 to October 2007, Mr. Moore was a “Plankowner” as the Deputy Corporate Deployment Champion for “NAVAIR AIRSpeed” Lean Six Sigma Continuous Process Improvement Program, establishing contracts to support training, implementation and the Deployment Management System (DMS) across 10,000 personnel including over 800 Green Belts and 240 Black Belts. He also led the establishment of 24 in-house Master Black Belts for long term lean six sigma sustainment resulting in approximately $500M in Type I/II returns on investment over the 3.5 years of deployment. Mr. Moore served on the Executive Board of the MIT Lean Aerospace Initiative. From October 1995 to May 2004, Mr. Moore led NAVAIR’s National Materials Competency including over 250 scientists, engineers and technicians leveraging over 150,000 square feet of state-of-the-art laboratories supporting the full range of materials and processes across the naval aviation life cycle. Mr. Moore led efforts at the Becker Laboratory for dual accreditation to ISO 9001 and ISO/IEC Guide 25 – a first in the Federal Government. Mr. Moore served as a member of the University of Texas at Dallas Research Advisory Board. As NAVAIR Section Head and IPT lead for Non-Metallics and Composites from 1986 to 1995 Mr. Moore’s experience includes design and development in advanced composite materials and processes on many naval aviation aircraft and weapon programs including: the Joint Strike Fighter, F/A-18 E/F, V-22, A-12 and NATF. Mr. Moore’s educational background includes a BS in Mechanical and Aerospace Engineering from the University of Delaware, an MS with Distinction in Product Development (PD-21) from the Navy Postgraduate School with certificates of completion from the MIT Sloan School of Management and School of Engineering, he is a graduate of the Defense Systems Management College Program Manager’s 20 week Course where he also lectured for 10 years on aerospace materials and manufacturing, he is a trained Lean Six Sigma Black Belt, and is currently (ABD – ‘All But Dissertation’) at George Washington University in the Executive Leadership Doctoral Program where he is researching , “How Leaders Think Strategically in Complex Environments” as applied to DoD Acquisition Program Management. Mr. Moore is the recipient of the Department of the Navy Meritorious Civilian Service Award, a member of the DoD Acquisition Program Management Community, and is Level III certified in Program Management, and Systems Engineering (SPRDE).
