AFCEA Energy IT Symposium: Right Path to IT Transformation



RightPath is a framework that combines transformative changes in people, processes, and technology to enable the Department of Energy (DOE) to move towards a virtual workforce that will give employees the ability to work the way they want to, where they want to, on the device of their choice. It also establishes a formal partnership between the DOE Office of the Chief Information Officer (OCIO) and the National Nuclear Security Administration (NNSA) OCIO and grants authorization to an integrated project team (IPT). This team will work to deploy cloud, voice, and network services within NNSA, a mission area within the Department. 

We are using a multiphase approach to provide the required technology and infrastructure, align policy to enable that technology, and then establish dedicated management attention over a series of years to institutionalize the capabilities across the NNSA enterprise. Donald Adcock Associate Chief Information Officer for IT Service Delivery Department of Energy As the Associate Chief Information Officer (CIO) for Energy Information Technology (IT) Services, Mr. Adcock is responsible for leading and delivering a full array of essential and mission critical IT services for the Department of Energy. Mr. Adcock provides strategic leadership and operational oversight of the Department’s primary IT infrastructure and is responsible for implementing the Office of the CIO’s services transformation activities and for providing secure, national-level decision making capabilities for the Secretary of Energy, his advisors, and the principal leadership of the Department. Mr. Adcock has held various leadership roles within the federal government, military service and the private-sector. Prior to his current role, Mr. Adcock served as the Executive Director, U.S. Army Information Technology Agency in the Office of the Administrative Assistant to the Secretary of the Army. As the Executive Director, he was responsible for directing numerous IT organizations that provide a full range of customer-focused, economical, reliable and secure IT capabilities and services to the Armed Services, DoD activities in the Pentagon, and select agencies in the National Capital Region. Mr. Adcock also served in a range of leadership and management positions with the Defense Intelligence Agency where, as Program Manager, Solutions for the IT Enterprise, he led a $6.5 billion IT acquisition program. Mr. Adcock also served as Chief, Office for Intelligence Solutions where he focused on transforming the agency’s intelligence applications portfolio by providing leadership and management for all Department of Defense Intelligence Information Systems related applications and programs. Mr. Adcock was selected to the Senior Executive Service in March 2010. He earned a Master of Science degree in Management Information Systems (MIS) from the University of Maryland University College (UMUC); and both a Bachelor of Arts degree in Soviet Area Studies and an Associate of Arts degree in Business Management from the European Division of UMUC. Travis Howerton Chief Technology Officer National Nuclear Security Administration, Department of Energy Travis Howerton is the Chief Technology Officer (CTO) for the National Nuclear Security Administration (NNSA) and the Chief Information Manager for the Y-12 Site Office. Within the NNSA, Howerton is responsible for technology direction and strategy for a large, distributed Information Technology (IT) program with an annual budget of approximately $1 billion. He also serves as the Federal Project Director for a suite of enterprise IT solutions ranging from wireless networks, manufacturing automation, cloud computing, unified communications, and Enterprise Resource Planning (ERP) systems. Howerton is a widely recognized change agent and has been successful in driving transformative change across government in three key technology areas of the future: cloud computing, social computing, and mobility. Howerton is also the Program Manager for RightPath. Anil Karmel NNSA M&O Chief Technology Officer National Nuclear Security Administration/LANL, Department of Energy Anil Karmel is the M&O Chief Technology Officer for the National Nuclear Security Administration (NNSA) / LANL. Within the NNSA, Karmel serves as the RightPath Chief Architect and M&O Implementation Lead for a range of enterprise IT solutions including Cloud Computing, Enterprise Mobility, Unified Communications and Enterprise Wireless. Karmel is the inventor and architect of Los Alamos National Laboratory (LANL)’s award winning and patented secure hybrid cloud portal, “Infrastructure on Demand” illustrating an innovative partnership between industry and government. He also designed LANL’s “Enterprise Collaboration Suite” consisting of a suite of tools allowing users to collaborate how, when and where they want on a variety of endpoints including smartphones, tablets and zero clients. The solutions form the basis of the DOE/NNSA’s Network Vision (2NV), a RightPath project delivering ONEvoice powered by YOURcloud on the OneNNSA Network. Karmel has been in the IT Industry for over fifteen years, working with various Fortune 500 companies and government in the areas of Enterprise Virtualization, Messaging & Collaboration. Most notably, Karmel garnered industry accolades including SANS National CyberSecurity Innovators Award for Cloud Security, InformationWeek 500 Top Government IT Innovators and his LANL team was named an ACT/IAC Excellence.gov Finalist two years running. Karmel is a nationally recognized speaker at numerous IT conferences and webinars including Gartner, VMworld, MeriTalk, SANS, FOSE, IDGA and many others. Chris McFearin Information Security Site Manager, Office of the Associate Administrator for Information Management and Chief Information Officer National Nuclear Security Administration, Department of Energy Chris McFearin is currently the Information Security Site Manager in the Office of the Associate Administrator for Information Management & Chief Information Officer for the National Nuclear Security Administration (NNSA) under the Department of Energy (DOE). Chris is responsible for the monitoring and implementation of the cyber security programs for the NNSA RightPath Initiative as well as the NNSA’s Albuquerque Complex. In his duties, Chris ensures the ongoing security of the NNSA Environment by leveraging a risk based approach to focus resources towards the areas of greatest concern to uphold the overall security of the environments under his purview. Bob Osborn Associate Administrator for Information Management & CIO National Nuclear Security Administration, Department of Energy Robert J. Osborn II, a member of the Senior Executive Service, is currently the Associate Administrator for Information Management and Chief Information Officer for the National Nuclear Security Administration under the Department of Energy. Osborn has recently been appointed to be the NNSA Transformation Executive and will lead the agency's move to “OneNNSA.” His previous assignment was as the Deputy Director for Distribution Portfolio Management, Command, Control, Communications and Computer Systems, U.S. Transportation Command, Scott Air Force Base, Ill. As a U.S. Marine, Osborn held assignments in batteries, battalions and squadrons as well as on division and fleet service support group staffs. He has served in a number of specialties, including C-130 radio operator, field artilleryman and NCO school instructor. He has also been a combat cargo officer aboard the USS Dubuque and Amphibious Squadron 11 staff. Osborn served in the Marine Security Guard Program at the U.S. Embassy in Tokyo, Japan, and provided personal protection for the Chief of Naval Operations. Prior to his retirement in 2001, Osborn was Chief of the Logistics Automation Branch at Headquarters U.S. Marine Corps. He has since held a number of positions of increasing responsibility within Headquarters Department of the Army, Office of the Deputy Chief of Staff (G4), last serving as the Logistics Chief Information Officer.
