New Guidance on Mitigation and Expediting the NEPA Process

Every major public or private action that may have a significant effect on the environment and which needs a Federal permit, funding, or other authorization must go through the NEPA process. The White House Council on Environmental Quality has issued guidance on both mitigation and making the NEPA process more efficient. The former often allows otherwise problematic projects to proceed by addressing and avoiding or alleviating their environmental impacts. The latter guidance addresses means to reduce delay and paperwork in the NEPA process and move efficiently to a decision. Both are essential to understanding best practices for making the NEPA process work expeditiously.
