Where do you start when building a GIS program from scratch?

Guadalupe-Blanco River Authority (GBRA), which provides stewardship for water resources in its ten-county district in south central Texas, invested in Esri ArcGIS Enterprise and field data collection applications at the start of their journey and added Nearmap to their tool set. Based on previous experience, GIS Administrator Mysti Downing knew Nearmap high-resolution imagery could provide both current and historical data that would help team members in engineering and operations perform more efficiently and transform their department workflows.

In a short period of time and with limited budget, Mysti created and developed a GIS program utilizing these top-of-the-line products to eliminate manual and field data collection. She began with developing linear asset data and georeferencing plans on her own. Today GBRA has approximately 200 GIS users leveraging the tools for right of way maintenance, construction inspection, easement encroachment, appraisal, wastewater planning and management, line locate, and more for their rapidly growing, cross-county region.
