Learning to Use License Exceptions: For EAR and ITAR Exporters



On top of the already current availability of license exceptions for EAR exporters, it is likely that license exceptions will authorize exports of many of the items that export control reform will move from the ITAR's US Munitions List to the Commerce Control List. 

EAR license exceptions authorize certain exports without a license. Some exporters, however, get a license even when an exception is available because they prefer the comfort factor of having an export license -- and that is certainly understandable because some of the exceptions are complex and confusing, not to mention that some of the restrictions that prohibit you from using an exception are not even written in the exception itself!
