Export Control Reform for Ground Vehicles and Vessels

The time for talk is over, and the moment for action is now! Learn what you need to know to prepare your organization to take advantage of the new rules. Time is short -- these changes will come into effect before you know it. Join us as we tackle these topics and more:First export control reform came by air. Now it has arrived by land and by sea. Major changes are coming to both the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR) which will directly impact manufacturers and exporters of military ground vehicles, vessels and components and related equipment for these platforms.

  • The major changes to controls on ground vehicles, surface vessels and submersibles and related parts and components in US Munitions List Categories VI, VII and XX, which will result in many (but not all!) items moving off the USML.
  • The new and revised ITAR definitions of important terms such as "ground vehicles," "submersible vessels" and "surface vessels of war."
  • What the new definition of "specially designed" really means for classification purposes, and how it is different from "specifically designed."
  • How to classify formerly ITAR-controlled items on the Commerce Control List, especially the new "600 series" Export Control Classification Numbers (ECCNs).
  • When you do and do not need a license under the EAR to export these items, including a discussion of License Exception STA.
  • The actions exporters should take now to prepare for the January 6, 2014 effective date of these changes.
