Advanced Internal Controls in Government Training Workshop: Incorporating Green Book, A-123 and A-11 Revisions - What you need to know to convert compliance confusion into program advantage. A One-Day Training Workshop for Experienced Government Internal Control Professionals to improve their understanding of what it takes to advance Internal Control Programs into new territories, particularly in light of recent and forthcoming updates to the GAO Green Book, A-11 and A-123.

 

Internal controls fall into the “must have” category for government.  Not only is establishing and maintaining an internal control program required by statute, but good business practice dictates they exist to promote organizational effectiveness. After so much investment, are these mandatory programs producing value commensurate with the cost required to produce them?  What are the common themes emerging from our burgeoning federal compliance requirements? In light of recent and pending updates to the GAO Green Book and OMB Circulars A-11 and A-123, does a streamlined approach exist to convert compliance confusion into program advantage?

 

Compliance activities performed by federal agencies are inter-related and, at times, overlap. Much of the cost and effort of compliance comes from the view that differences between individual compliance mandates are greater than the similarities, resulting in organizations designing separate implementation programs for each requirement. In reality, these resources often evaluate the same information to generate reports for different stakeholders. Similarly, questions are often asked of the same people, so identical tasks are repeated to satisfy specific requirements. Rather than performing compliance testing and reporting in a vacuum, such efforts can be streamlined with a “one-to-many” approach — that is, adopt a mindset and process by which agencies can test once and comply with multiple legislative mandates, more effectively managing risk and program performance in the process.
