This workshop will address all aspects of lessons learned and the direction forward that include best practices for coordinating devolution and reconstitution efforts within your Continuity Program. Charles C. Ugalde

Charles Ugalde is a seasoned security executive leading the Unisys Technology, Consulting, and Integration Services (TCIS) security practice based in Blue Bell, Pennsylvania. 

 

As the Director of the Unisys Technology, Consulting, and Integration Services (TCIS) Security Practice, Mr. Ugalde has provided Governance, Risk, and Compliance, Cyber Security, Continuity of Operations (COOP), Disaster Recovery (DR), and Data Center transformation services for numerous City, State, and Federal Government agencies as well as many commercial enterprises.

 

From 2011 through 2013, Mr. Ugalde was the Information System Security Officer (ISSO) supporting the United States Federal General Services Administration (GSA) where he was responsible for providing Enterprise Security Governance, Risk, and Compliance services. In addition, he was responsible for Application Development and Mobile security, Vulnerability Management, Penetration Testing and Computer Forensics as part of the overall security operations support for their Assisted Acquisition Services Business System (AASBS) program.

 

From 2009 through 2010, Mr. Ugalde was the ISSO with the Administrative Offices of the United States Courts (AOUSC) where he was responsible for providing Enterprise Security Governance, Risk, and Compliance services. In addition, he was responsible for developing and updating security policies and procedures, integrating security into system and project lifecycles, and coordinating internal and external security audits.

 

From 2008 through 2009, Mr. Ugalde worked with the Department of Defense (DoD) for the U.S. Army Logistics Innovation Agency where he was responsible for delivering an IT Contingency Plan for multiple US Army data centers as part of the overall upgrade of the U.S. Army Logistics Innovation Agency’s COOP program and national network and security infrastructure upgrades.

 

From 2005 through 2008, Mr. Ugalde worked with the Department of Health and Human Services (HHS). In his role as Deputy Engineering Manager for the HHS Information Technology Service Center (ITSC) program, Mr. Ugalde was responsible for managing the team of network and security engineers, platform engineers, and field services technicians supporting network and security operations and maintenance for all HHS Operating Divisions (OPDIVs) throughout the United States and its territories.

 

Mr. Ugalde assisted HHS in streamlining their COOP Program to meet the new requirements of FCD-1, FCD-2 and the NCP Implementation Plan. As part of his responsibilities on the Information Assurance team, Charles was instrumental in aligning their COOP Response and Recovery Strategies with the various HHS alternate facilities and information technology platforms, where he provided COOP Program and Exercise support for several HHS OPDIVs during annual agency-wide COOP exercises.

 

Prior to joining Unisys, Mr. Ugalde managed the planning, re-design, and implementation of major data center Network Operations Center (NOC) and Security Operations Center (SOC) upgrades for the NYC Departments of Correction and Probation.  The effort involved the implementation of a multitude of Response and Recovery Strategies incorporating the major data centers, 25 detention facilities and 30 branch offices throughout the NYC metropolitan area.  During the NYC blackout of 2003, Mr. Ugalde executed and coordinated all data center incident response, backup and recovery operations prior to full power restoration.

 

Throughout his career, Mr. Ugalde has been instrumental in designing, building, and securing network infrastructures and data centers as well as providing Network and Security, Business Continuity and Disaster Recovery services for clients such as UBS Paine Webber, Sanofi-Aventis Pharmaceutical, Polo Ralph Lauren, BMG Music Company, G&J Publishing, Mitsui-Sumitomo Insurance, and many other notable corporations.

 

Mr. Ugalde’s prior career as a structural engineer, as well as his detailed technical experience as a front line network and security design and operations engineer, combined with his business development and marketing skills has enabled him to provide unique perspective and ultimately great value to many organizations.

Mr. Ugalde attended the State University of New York Farmingdale and studied Mechanical Engineering. Mr. Ugalde holds multiple industry certifications in network, security, systems and storage disciplines.

 

Mr. Ugalde is a regularly featured speaker at many government technical forums and is a frequent guest instructor for the Potomac Forum, a non-profit organization dedicated to providing continuing education for federal, state, and local government staffs in Security and DR/COOP program management.

 

Kenneth Brisco

Kenny Briscoe has over 25 years of professional service; he is a Retired Military Officer with Special Operation and Combat experience, a Manager in Corporate America and is presently the Deputy Director of Business Continuity  for DHS. His experience is evident in his broad knowledge and expertise in Business Continuity Planning and Emergency Management/Security Operations. Mr. Briscoe was instrumental in supporting numerous large and complex operations that include, Hurricanes Isabelle, Katrina, Andrew, Fran, Marilyn St. Thomas, Floyd, Uphold Democracy Haiti, Restore Hope Somalia, Desert Shield and Desert Storm

  

Kenny holds a Masters in Security Management/Emergency Planning, is a DRII Certified Business Continuity Planner, is Six Sigma (Green Belt) certified and a published author. His book is titled “Disaster Management & COOP Handbook”.  Kenny has developed and implemented numerous programs and process improvement procedures within the Federal Government and National Capitol Region for the Office of the Secretary of Defense, Joint Staff, Defense Information Systems and Department of Homeland Security.

Joe Douglas, ABCP

 Joe Douglas is the Director of the ICE ITS Continuity of Operations Practice based in Reston, Virginia.  He has planned and executed continuity efforts for DHS, Customs and Border Protection, US Coast Guard and Department of Justice.  He currently supports DHS Office of the Chief Information Officer Emergency Relocation Site planning and implementation team. 

Prior to this engagement he led the tactical continuity planning and implementation of CBP’s Continuity Program.  Joe was an exercise controller in Eagle Horizon 2006-2010 and National Level Exercise 2009.  He developed the alternate site reception plan for US Coast Guard Commandant Staff and completed the IT Contingency Plan for DOJ’s Consolidated Asset Tracking System.  He was a trusted agent in Forward Challenge 2004 and has been instrumental in the planning, outfitting and accreditation of Sensitive Compartmented Information Facilities (SCIF) within the Continuity Community. 

Joe previously served as an officer in the United States Coast Guard performing both operational and staff duties that included coordination of directorate-level Year 2000 (Y2K) contingency planning.  Mr. Douglas holds a Bachelor of Science in Computer Science from Appalachian State University.

 
Elizabeth Voeller

Elizabeth Voeller, an Associate at Booz Allen Hamilton, has 11 years of professional experience as a senior analyst and consultant. Her expertise includes building programs from the ground up and supporting senior executives in the areas of continuity of operations (COOP) planning, emergency management, strategic communications, public affairs, risk assessment, critical infrastructure security and resilience, and human capital. Ms. Voeller has served as a lead author on a myriad of highly visible and complex planning and crisis communications products to address an organization’s preparedness and response efforts to various natural, manmade, and cyber threats. She has facilitated and acted as a controller on several national level exercises, to include Eagle Horizon, and is currently the Task Lead supporting the rollout of the 2014 National Emergency Communications Plan for the Department of Homeland Security.

 

Ms. Voeller earned an MA degree in International Affairs and Public Health from American University in Washington DC and a BA degree in Political Science and English from Hamline University in Saint Paul, MN. She is a certified Associate Business Continuity Professional (ABCP), a Project Management Professional (PMP), the Vice President of Membership for the Mid Atlantic Disaster Recovery Association (MADRA), and the Vice President of Public Relations for the Ballston Toastmasters Club. She is a certified volunteer and exercise controller for the American Red Cross and a volunteer for the ALS Association. In her spare time, Ms. Voeller enjoys triathlons, book club, and traveling to warm destinations.

 
Marko G. Bourne

Marko Bourne is the Principal at Booz Allen Hamilton leading the FEMA market team and is a member of the leadership of the Firm’s Homeland Security and Emergency Management and Response practice. He has more than 29 years of experience in emergency services.

 

Prior to joining BAH, Marko Bourne was the Director of Policy and Program Analysis for the Federal Emergency Management Agency from 2006 till January of 2009. He led the integration of the DHS Preparedness Directorate into FEMA and the FEMA re-organization effort to include the reorganization of National Continuity Programs, Preparedness, Training, Exercises and Planning.

 

In 2003 and 2004, Mr. Bourne served as founding Director of the Department of Homeland Security’s National Incident Management System Integration Center and was the Deputy Director of FEMA’s Preparedness Division. He was the Executive Officer of FEMA’s United States Fire Administration. He also was a director and Press Secretary at the Pennsylvania Emergency Management Agency.

 

He is a member of IAEM and NEMA and serves on the Advisory Board of the Domestic Preparedness Journal.

 

Dean Gallup

Mr. Gallup is a co-author of NIST SP800-34 Revision 1. He has over 25 years experience in management and operation of large-scale critical information systems and Disaster Recovery and Contingency Planning for both the public and private sector. He has IT management experience in 24/7 data center operations, including implementations, disaster recovery management and planning, IT COOP development, and risk and impact analyses for Federal and state agencies and military organizations. His experience includes over thirty years of emergency management training and operations in both the fire service and emergency medicine. Mr. Gallup is a Lead Associate with Booz Allen Hamilton, developing COOP, disaster recovery, continuity and contingency plans for federal and military agencies. Prior to that, Mr. Gallup worked for American Management Systems, managing the installation and implementation of the Virginia Tax computer system and development of their disaster recovery strategy. Mr. Gallup spent 17 years at the New York State Division of Criminal Justice Services, serving as Manager of Computer Operations, and overseeing the implementation and operation of the Statewide Automated Fingerprint Identification System (SAFIS), one of the largest automated fingerprint systems in the world at the time.
