Overview:

With the current headlines regarding government email retention and e-discovery, it is important to understand how the upcoming deadlines will impact your agency. This one-day Potomac Forum Workshop will focus on the activities mandated by the NARA/OMB Records Management Directive. Key executives from NARA and government agencies will discuss the directive and its implementation. Detailed review and analysis of the directive will be presented to help agencies better understand what they need to do, how to do it, and how to get the funding necessary to be successful.

 

Goals of this workshop are:

Laurence Brewer, CRM

Acting Chief Records Officer for the U.S. Government and

Director, Records Management Operations Program

 

Laurence Brewer is a senior manager in the Office of the Chief Records Officer at the National Archives and Records Administration in College Park, Maryland. Currently, Laurence is the acting Chief Records Officer for the U.S. Government, and also serves in the position of Director of Records Management Operations. In these roles Laurence oversees the scheduling and appraisal of Federal records, developing records management regulations and guidance; supporting records management training for employees across the Federal Government; and evaluating the effectiveness of records management programs in Federal agencies.

 

Prior to joining NARA in 1999, Mr. Brewer was a records management consultant responsible for managing records management programs at the Environmental Protection Agency and the Virginia Department of Transportation. He has more than 25 years of experience in records and information management and earned his Certified Records Manager designation in 1998.

 
Lisa Haralampus

Director of Federal Records Management Policy

National Archives and Records Administration (NARA)

 

Lisa Haralampus joined NARA in August of 2013 as director of the Federal Records Management Policy Section in the Office of the Chief Records Officer for the U.S. Government. In this role, Ms. Haralampus is responsible for overseeing the creation of NARA policies issued to the heads of Federal agencies regarding records management programs and practices. She is also responsible for overseeing how NARA tracks, implements, and manages the Managing Government Records Directive (M-12-18) issued in 2012 by OMB and NARA.

 

Ms. Haralampus has over 21 years experience in Federal government records and information programs working at NARA and the U.S. Department of State. She has experience developing and implementing enterprise-wide information management policies and training. She also has experience developing and operating multi-million dollar IT systems to maintain and provide access to electronic archives.

 

Ms. Haralampus has a master's degree in Library and Information Science (MLS) from the Catholic University of America and is a certified Project Management Professional (PMP).

Ann Dunkin, P.E.

U.S. Environmental Protection Agency

 

Ann Dunkin is the Chief Information Officer for the U.S. Environmental Protection Agency (EPA).  Prior to joining EPA, Ms. Dunkin served as the Chief Technology Officer for the Palo Alto Unified School District (PAUSD) for five years.  Located in the heart of Silicon Valley, PAUSD is consistently ranked one of the top school districts in the nation.  As Chief Technology Officer, Ms. Dunkin was responsible for managing all aspects of the District’s technology infrastructure, technology professional development, libraries and long term enrollment planning.  Before this, Ms. Dunkin worked for Hewlett Packard for twenty years in a variety of engineering and senior management positions in R&D, IT, Manufacturing Engineering, Software Quality and Operations.

 

Ms. Dunkin has served on the T.H.E. Journal Advisory Board, the Consortium on School Networking (CoSN) CTO Council and the CoSN SMART IT working group.  In 2009, she served as the General Chair of the Winter Simulation Conference (WSC).  She served as a board member and board officer on the WSC board of directors from 2009-2014 and as an editor of the International Journal of Advances in Software.  Ms. Dunkin currently serves on the Georgia Tech Industrial and Systems Engineering Alumni Advisory Board.  She is a member of IIE and NSPE. 

 

Ms. Dunkin holds a Master of Science and a Bachelor of Industrial Engineering, both from The Georgia Institute of Technology where performed research in the fields of warehousing and material handling.  She is a licensed professional engineer in the states of California and Washington.

 
Jonathan Alboum

Chief Information Officer

Jonathan Alboum was appointed the U.S. Department of Agriculture’s (USDA) Chief Information Officer (CIO) by Agriculture Secretary Tom Vilsack in June 2015. In this role, Alboum works with stakeholders across USDA’s 17 component agencies and throughout government to formulate Information Technology (IT) strategies and to develop policies that support IT budget formulation and execution, portfolio management, governance, IT operations and information security.

 

Prior to his appointment as CIO, Alboum held several leadership positions at the USDA and the General Services Administration (GSA). He most recently served as the Program Executive for USDA's Modernize and Innovate the Delivery of Agriculture Services (MIDAS) initiative, where he provided executive leadership for a $400+ million SAP implementation that gives farmers and ranchers the flexibility to update customer information at any Farm Service Administration (FSA) county office, enables them to more efficiently manage multiple customer records, reduces improper payments, and provides program eligibility information through a single view. Before that, Alboum served at GSA as the Associate CIO for Enterprise Governance and Planning. During his tenure at GSA, he also led the creation of GSA's consolidated IT organization and worked as the Deputy CIO for the Federal Acquisition Service. Jonathan began his Federal government career at the USDA Food and Nutrition Service (FNS), where he served as the Deputy CIO and the CIO.

 

Alboum joined government after working as a management consultant for both PricewaterhouseCoopers and Ventera Corporation. In these roles, he managed several large system implementations, gaining a depth and breadth of knowledge regarding how organizations use technology to transform their businesses and better serve their customers.

 

Jonathan earned a MS in the Management of Information Technology from the University of Virginia's McIntire School of Commerce and a BS in Systems Engineering from the University of Virginia's School of Engineering and Applied Science.

 
Herb Strauss

Deputy Chief Information Officer and
Senior Agency Official – Cybersecurity

Mr. Herbert M. (Herb) Strauss serves as the Deputy Chief Information Officer and Senior Agency Official for Cybersecurity at the Social Security Administration. An appointee of the Obama/Biden Administration, he began service as a non-career member of the Senior Executive Service on August 26, 2013. In these roles, and previously as the Assistant Deputy Commissioner for Systems, Mr. Strauss provides executive advocacy, leadership and strategic direction for development and alignment of SSA’s information management and technology strategies, cyber security plans and standards, architectures and guidance. He ensures that the agency’s $1.7 billion in annual capital investments in IT systems, infrastructure and related capabilities are prudent, effective and transparent and that they support the agency's mission, strategic direction and conforms to the Federal Information Technology Acquisition Reform Act of 2015, Federal Information Security Modernization Act of 2014, and other applicable laws and regulations. As Deputy CIO, Mr. Strauss also serves as a member of the Federal Chief Information Officer’s Council, the principal interagency forum on Federal agency practices for IT management.

 

Prior to this appointment, Mr. Strauss garnered over 30 years of professional experience in leading and advising business and government organizations around the world. In commercial work, he specialized in the development, and delivery of enterprise IT and advanced operational technologies, IT industry research and technology and management consulting. Most recently, Mr. Strauss served as vice president and senior managing partner at the IT research and advisory firm Gartner Inc. There, he led Gartner’s IT consulting work, assisting clients of the United States Intelligence Community. Previously at Gartner, he served as a research vice president and the firm’s principal national security analyst supporting government IT research and industry analysis worldwide. Earlier, Mr. Strauss held executive and management positions with the American Express Company, Electronic Data Systems Corporation, American Management Systems Corporation and Robbins-Gioia Inc. —an Informa Plc. company.

 

Mr. Strauss began his career in government in 1970, as an enlisted Marine participating in the U.S. Marine Corps Platoon Leaders Class program. He was commissioned a Second Lieutenant in 1974, and served for 20 years as a commissioned officer in the U.S. Marine Corps. There, he specialized in infantry, operations, intelligence, and R&D — specifically, the early identification, investment and application of advanced surveillance, reconnaissance, intelligence and communications technologies. Mr. Strauss served with operational forces worldwide, and in extended assignments with the Offices of the Secretary of Defense, Director of Central Intelligence, the Defense Intelligence Agency and the Central Intelligence Agency. He is a decorated combat veteran of the Persian Gulf War, where he served with allied Special Forces in the Defense of Saudi Arabia and the Liberation of Kuwait (Desert Shield/Desert Storm). Mr. Strauss’ last assignment with the Marine Corps was at Headquarters, serving as head of program planning and resources for the Marine Corps’ C4ISR/IT/Telecommunications mission areas. Mr. Strauss holds a Master of Business Administration and Master of Science degree in Information and Telecommunications Systems from the Johns Hopkins University. He is a military college graduate of Norwich University where he received a Bachelor of Arts degree in Government.

 

Mr. Strauss is active in professional and civic activities, including the Institute for Innovation of the American Council for Technology and the executive committee of the American Council for Technology - Industry Advisory Council (ACT-IAC) and the Armed Forces Communications and Electronics Association (AFCEA). He also serves as the governance and strategy chair and executive committee member of the Dean’s Alumni Advisory Board of the Johns Hopkins Carey Business School. He is a 2015 recipient of the Woodrow Wilson Award for Distinguished Government Service awarded by the Johns Hopkins University and the 2015 recipient of the ACT-IAC Janice K. Mendenhall Spirit of Leadership Award for significant contributions to the federal information technology (IT) community.

 
Rafael Diaz

Mr. Diaz is an accomplished information technology management executive with extensive government and corporate experienced. CISSP credentialed professional with a DHS "Secret" clearance. Rafael's over 20 years' proficiency in leading comprehensive Information Technology initiatives, has allowed him to develop as a proven leader who also excels as a pivotal business partner and provides critical insights and leadership to the executive team. Mr. Diaz' core competencies include: Management information systems, Cyber Security, Risk Management, Strategic Planning, and Policy Development.

 

During his tenure at the State of Illinois, Mr. Diaz served as the state CIO as well as CIO for two State agencies - Central Management Services and Human Services. His latest roles in Illinois included, State Chief Cyber Security Advisor and State Chief Information Security Officer. As state CISO, Rafael was awarded multiple security grants through DHS for the State of Illinois and initiated the cyber security committee in the Illinois Terrorism Task Force to enhance the state's cyber security posture.

 

Mr. Diaz has led numerous boards and committees on a state-wide and national level with the MS-ISAC, DHS, NASCIO, Chicago CISO Council, and the Digital Government Summit. He is a frequently invited speaker at conferences and events pertaining to cyber security issues.

 

Rafael has served his country as a US Marine and as a commissioned officer in the US Army. Mr. Diaz received his baccalaureate degree in biology and chemistry and served as expert qualified forensic scientist with the Chicago Police Department.

Mr. Mandel is the Records Management Solution Architect for OpenText Public Sector Solutions (OTPSS). Mr. Mandel has 34 years of experience designing and implementing technology solutions that include document imaging, document and records management, workflow and related technologies. Prior to joining OpenText, Mr. Mandel was the Chief Records Officer and Archivist for the District of Columbia.

 

Mr. Mandel is a Certified Records Manager, an Electronic Records Management Master, a Business Process Management Master, and a Certified Document Imaging Architect.  Mr. Mandel’s skills include solution architecture for ECM engagements, program and project management, and development of policy and procedures for document and records management programs.  As an industry veteran, Mr. Mandel is a member of the AIIM Company of Fellows and served on the AIIM International Board of Directors from 2007 to 2009. He is active with both AIIM and ARMA, having served as president of the National Capitol Chapter of AIIM and the Northern Virginia Chapter of ARMA, and is a frequent speaker at industry events.

Carol was a member of the core management team steering the U.S. Department of the Interior’s enterprise-wide content management system with auto-categorization serving 98,000 users in all 50 states from a FISMA-moderate cloud in full-compliance with federal regulations and guidance. 

 

She was the former Director of Information Assets for the U.S. Government Accountability Office. At GAO, she successfully spearheaded a NARA pilot project for simplified records scheduling and implemented an enterprise-wide electronic recordkeeping system for which she earned the National Archivist’s Achievement Award.

 

She has 20+ years of Federal RM experience as a contractor, consultant, and Federal employee. Carol is also a Research Fellow at the University of Texas at Austin working on a Ph.D. in Digital Preservation. 

 

Carol is a founding member of the U.S. Federal Information and Records Management (FIRM) Council and is an active member of ARMA and AIIM.  As a member of AIIM's C-30 Committee, she co-authored the EDM/ERM Integrated Functional Requirements.

 

Carol is a frequent speaker on the topics of electronic records and document management technologies.  In June 2010, Carol provided invited expert testimony, “Federal Electronic Records Management:  A Status Report” on behalf of ARMA, International before the Subcommittee on Information Policy, Census, and National Archives of the House Committee on Oversight and Government Reform.
