CPT Scott Davidson (retired) has more than 15 years of professional consulting and contracts management experience supporting federal government contractors. He is the CEO and managing principal of Vets GSA LLC, a growing service-disabled–veteran owned small business focused on GSA schedule consulting, federal business development strategy, and federal contract compliance support and to small and large businesses. In his role at Vets GSA, Davidson provides specialized consulting expertise in GSA schedule contracting, federal contract management services, and federal proposal and business development support for all sizes of business from small to Fortune 500 clients. He is responsible for the cradle to grave capture management of over $1B of federal business for clients, to include a Department of Veterans Affairs IDIQ for $550M and a Department of Justice $150M single award for service-disabled–veteran owned small business clients. Prior to Vets GSA, he served as the director of GSA Schedules for the URS Corporation in which he was responsible for the management and administration of URS’s Federal Division’s GSA Schedules Program Office. He was responsible for the management of all of the Federal Services GSA Schedules, which generated over $300M a year in revenue for the company.

Gunjan Talati

Gunjan Talati is an experienced government contracts practitioner that regularly represents contractors in a variety of sectors including aerospace and defense, health care, and technology. His practice is a mix of regulatory compliance, transactional, and litigation. His regulatory compliance experience includes advising government contractors on complying with various Federal Acquisition Regulations, navigating small business and socioeconomic regulations and matters, addressing GSA and Federal Supply Schedule issues, and meeting ethics and compliance requirements. He also has significant experience in helping contractors navigate federal cybersecurity regulations and requirements. Talati’s litigation experience includes representing contractors in suspension and debarment proceedings, bid protests, and prime/sub disputes. He has helped contractors of all sizes through contentious suspension and debarment proceedings before multiple agencies including the U.S. Air Force, GSA, U.S. Army, EPA, Department of Education, and USAID. In 2014, he was named a Washington, DC “Rising Star—one of 40 lawyers under the age of 40” by the National Law Journal’s Legal Times for his suspension and debarment work.

In bid protests, he has represented contractors of all sizes before the Government Accountability Office and the Court of Federal Claims. In these cases, he has represented both protestors and intervenors on programs valued from several million to over a billion dollars. Talati’s transactional experience includes serving as lead government contracts counsel in contractor mergers and acquisitions. His transactional experience also encompasses drafting and negotiating joint venture and teaming agreements.
