BIS License Application 748P: How to Prepare It and How to Ensure Best Possible Approval Time

Do you know how and when you have to get an International Import Certificate (IIC) from a foreign government to support your application? 

Do you know how to use prior ITAR license approvals to speed up processing of BIS 748P applications?

The need to apply for BIS 748P applications for exports and reexports is increasing significantly largely due to the fact that many military items soon will be shifted off the US Munitions List and into “600 Series” ECCNs in the Commerce Control List.

If you are new to the BIS 748P application, you need to know all of the above and more if you want to successfully prepare a complete application package with required supporting documents. You need to know how to prepare your application so you can obtain the approval that you need.  In addition, you need to understand when it is worthwhile to contact the government about your pending application and when contacting the government would be counter-productive. 

This webinar will provide ITAR experts who are new to BIS licenses, as well as anybody else new to BIS licenses, with the survival kit necessary to make it through the tough first few post-October 15 months of obtaining BIS 748P licenses.  Export Control Reform means the Commerce Department will see a dramatic increase in the applications it receives. At the same time the Commerce Department will be learning how to handle new applications for military items.  With this perfect storm of license application pressure on Commerce, you cannot afford to submit an incorrect or incomplete application because the Commerce Department will not have excess resources to hold your hand.  If you do not get your application right, you will get the dreaded “RWA” (return without action) response which means you have to fix the deficiencies in your application. When you resubmit your license it will start at square one in the BIS license review process. 

There are enough similarities between ITAR and EAR licenses to lull ITAR experts into thinking they can do the BIS 748P like they did ITAR applications. Unfortunately, there are enough differences that taking that approach could easily result in getting an RWA. When your licenses are delayed, people in your company and your customers might just begin to complain.
