C4ISR Breakfast - Mr. H. Lynn Epperson, Deputy Project Manager - SATCOM, US Army Project Manager Warfighter Information Network-Tactical (PM WIN-T)



The C4ISR Division is comprised of two committees: C4 and Intel. The focus of the two committees is on OSD and Defense Intelligence at the Operational and Tactical Levels as follows:

C4 Committee provides a forum for industry and government to address:
      -secure information sharing environment
      -trusted information networks and collaboration among those involved
      -information operations
      -joint network operations
      -data strategy and data movement architectures
      -enhanced knowledge management and decision support systems
      -actionable situation awareness

Intelligence Committee provides a forum for industry and government to address:
     -global awareness
     -persistent ISR
     -intelligence collection and analysis
     -MASINT programs and delivery systems
     -SIGINT and imagery (video) collection and dissemination
     -INTEL Fusion Centers
     -actionable intelligence

Speaker and Presenter Information

Project Manager WIN-T is the Army materiel acquisition manager responsible for materiel development, product improvement, testing, fielding and integrated logistics support of ground tactical satellite terminals used to provide satellite and network capabilities to the tactical edge in order to extend Networked Mission Command in support of Operation Enduring Freedom, Horn of Africa and U.S. operations worldwide. These satellite and network capabilities provide Army commanders, sister Services and other Government agencies with assured and reliable communications throughout the world using both military and commercial satellite constellations. A retired Army Signal Officer, Mr. Epperson has served in numerous capacities of Army and Joint tactical communications assignments at Platoon, Company, Battalion, Brigade and COCOM level, culminating a 25 year career in 2001 with an assignment to the Joint Staff J6S. He has subsequently provided satellite specific combat development and user requirement support to TRADOC followed by positions within PM WIN-T as Operations Officer, Product Leader for Global Broadcast Service and Deputy PdM SATCOM before assuming the responsibilities of Deputy PM WIN-T for SATCOM in January 2013. Mr. Epperson graduated from the State University of New York with a Bachelor of Science degree in Liberal Studies and he holds a Master of Science in Administration from Central Michigan University. His military education includes the Signal Officer Basic and Advance Courses, Radio Systems Officer Course, and Command & General Staff College. He is a member of the Acquisition Corp, is Level III certified in Program Management and has worked Army tactical MILSATCOM programs specifically since 1997.
