Clarifying Legal Requirements



Course Details:

The federal government has incorporated very specific legal requirements into every aspect of contracting from the initial budget process through the preliminary acquisition method development, methods of payments, contractor eligibility, prime and subcontracting issues, small business programs and subcontracting issues, communication during the lifecycle of a contract, contractor debarment, protests, debriefings, and ownership.

 

Topics covered in this course include:

  • Statutory framework, acquisition methods and types of government contracts
  • FAR, DFARS and agency supplements – breaking down the standard contract terms and conditions in government prime and subcontracts.
  • The treatment of costs/pricing in government contracts
  • Government contracts compliance – unique business practices and ethical responsibilities of government contractors
  • Teaming Arrangements, subcontracting and small business contracting programs – what contractors need to know
  • Government contract disputes processes – from bid protests to debarment

Speaker and Presenter Information

Heather A. James- Heather is Counsel at Whiteford, Taylor & Preston and head of the firm’s Government Contracts and BRAC practice groups. In her practice, Ms. James has represented clients in a wide range of procurement issues in numerous forums. Ms. James also provides a full range of government contracts advice and representation to companies in a variety of industries. She counsels clients on proposal submissions and certifications, 8(a) and other economic disadvantaged business issues, contract formation, administration and termination issues, data rights and intellectual property matters, organizational conflicts of interest, and GSA schedule issues.
