The long-anticipated revisions to ITAR and the EAR controls on spacecraft are finally here.

 

For years, the satellite industry pushed for relief from a burdensome and antiquated export control system. Now, that effort has finally paid off with substantial reforms to both the ITAR and the EAR which will directly impact manufacturers and exporters of satellites and their components. If you have products or technologies controlled in US Munitions List Category XV, this is the webinar for you.

  • The major changes to controls on spacecraft and spacecraft components in US Munitions List Category XV, which will result in many (but by no means all!) items moving off the USML.
  • What the new definition of "specially designed" really means for classification purposes, and how it is different from "specifically designed."
  • How to classify formerly ITAR-controlled items on the Commerce Control List, especially the new 500 series and 600 series Export Control Classification Numbers (ECCNs).
  • When you do and do not need a license under the EAR to export these items, including a discussion of License Exception STA.
  • The actions exporters should take now to prepare for these changes coming into effect later in 2014.

Scott Gearity

Principal - BSG Consulting

Scott Gearity is a Principal of BSG Consulting, bringing over 15 years of consulting, training and corporate export compliance program management experience to bear for his clients.

 

Mr. Gearity has substantial experience in military, dual-use and commercial export controls. His clients have ranged in size from small start-ups to some of the world’s largest companies, with a particular focus on the information technology, telecommunications, networking and software industries.

 

Mr. Gearity joined BSG from Microsoft Corporation, where he was based in Ireland and managed the company's export compliance program for Europe, the Middle East and Africa. He continues to advise many non-US companies affected by US export controls.

 

Mr. Gearity holds a Bachelor of Arts degree in international studies and economics from American University. He is a licensed US customs broker.
