Matt Goodrich has served as the FedRAMP Program Manager as part of the Federal Cloud Computing Initiative in the Office of Citizen Services and Innovative Technologies since August of 2009. In this role, he manages the day to day operations of FedRAMP and sets the overall direction of the program.
Mr. Goodrich began his career in the Federal Government as a Presidential Management Fellow (PMF) for GSA. As a PMF, Matt worked on the Federal Cloud Computing Initiative as project manager for Apps.gov, helped in the creation of multiple governmentwide cloud procurements including the IaaS and Email BPAs. In 2011, Mr. Goodrich spent 6 months in the eGovernment office in the Office of Management and Budget (OMB) working under the former Federal CIO Vivek Kundra as well as the current Federal CIO Stephen VanRoekel. During his tenure at OMB, Mr. Goodrich focused his efforts on government-wide cloud computing policy issues, drafted a white paper providing guidance to agencies in how to procure cloud services, and helped oversee agency IT portfolios.
Mr. Goodrich has a BBA in Computer Information Systems from the University of Miami and a Juris Doctor from the University of Denver.

As Senior Fellow and Chief Strategist SOA &Cloud Computing, Mr. Greer develops actionable SOA and Cloud computing strategy and functions as a principal investigator in advanced research studies. He significantly advances the body of knowledge in basic research and critical, highly advanced engineering and scientific disciplines. He is adjunct faculty at three universities and is an accomplished author, “The Web Services and Service Oriented Architecture” and “Software as a Service Inflection Point” are his most recently published books. Greer received his Bachelor of Science degree in Computer Information Systems and Technology and his Master of Science in Information Systems from American University, Wash. D.C. He also completed he Post Graduate Program in Executive Leadership, at Cornell University, Johnson Graduate School.
In January 2013 Melvin Greer was recognized as one of IBM’s 2013 IBM Champions.

Greer has more than 25 years of systems and software engineering experience, two published books and is a seasoned presenter at conferences and universities. A Lockheed Martin Senior Fellow and Chief Strategist for Cloud Computing, Greer is a principal investigator in advanced research studies, developing actionable Service Oriented Architecture (SOA) and cloud computing strategies and functions. He also is actively engaged with industry groups and associations such as the Network Centric Operations Industry Consortium (NCOIC), Cloud Computing Working Group and the Government Cloud Computing Community of Interest (CCCI). He is a Certified Enterprise Architect, Fellow and Adjunct Faculty at the Federal Enterprise Architects Institute, and member of International Monetary Fund / World Bank, Bretton Woods Committee.
