Agency-specific indefinite delivery indefinite quantity (IDIQ) contract vehicles are gaining an increasingly large portion of Federal government spending, gaining market share previously enjoyed by government-wide acquisition contracts (GWAC) and multi-agency contracts (MAC). Many of those agency-specific IDIQ vehicles are being re-competed in 2014.

 

IDIQs, whether single or multiple award, provide flexibility and convenience to the government agencies utilizing these contracts.  How does your business – large or small – win a spot on these highly competitive vehicles and then leverage IDIQs to win more task orders and increase revenues in a shifting market? Mark Day. Deputy Assistant Commissioner, Integrated Technology Service, at GSA As Deputy Assistant Commissioner, Integrated Technology Service at GSA, Mark serves as (1) COO over $21 B in IT services sales; and (2) handles issues relating to Schedule 70, NETWORX, GWACS, Secure Identity Management, Outsourcing, cloud computing, and others.  He has been and Adjunct Professor for 15 years at George Mason University (GMU), teaching graduate courses in IT and systems management at public and non-profit organizations.  At GSA, he previously served as Director Office of Strategic Programs, where he was responsible for programs like GWAC IDIQs, Cloud contracts, and SmartBuy.  Earlier he served as CTO for the Department of HUD, and before that CTO for ManTech IS&T.

 

Jody Ganzermiller, Director, DHS Programs, Intelligence and Security - BAE Systems Jody is a business development/capture executive with BAE Systems focused on Federal Civilian IT services opportunities.  For 15 years, she worked for the Federal government managing, marketing and selling Working Capital Fund solutions. In addition, she was a warranted Contracting Officer (CO) and Contracting Officer’s Technical Representative (COTR).  Upon departing the Federal space, she has worked for Federal contractors with a focus on winning and leveraging IDIQs and GWACS.  She has served as the GSA Alliant PM since its inception. In 2013, she was appointed ACT-IAC Industry Vice Chair, Executive Leadership Conference and GSA's Alliant SIG Chair representing 58 firms and primary liaison with GSA. Her experience also includes serving as Adjunct Professor at James Madison University and on the GMU MA Steering Committee.

 

Dan Shyti, Founder, 4 Power Leadership Dan is an author, speaker, and mentor specializing in leadership training. He is the founder of 4 Power Leadership, a company that provides leadership training for corporate and government clients. In 2013 he published a book titled 4 Power Leadership. He was formerly a Vice President at L-3, where he led a team of solution engineers tasked with developing technical solutions in response to RFPs. Dan has 26 years of Federal government contracting experience. For five years, he served as the Vice President of the GWAC Management Center for L-3. There he was responsible for leading a hybrid business development/operations team responsible for management of multiple IDIQ contracts.
