For 50 consecutive years, the AOC International Symposium and Convention has been the leading annual event for Electronic Warfare (EW), Information Operations (IO) and Electromagnetic Spectrum Operations (EMSO) professionals from around the world. This legacy is self-evident as we celebrate the 50th anniversary of the AOC. The theme for this year's event is "Electromagnetic Spectrum Operations in Contested and Permissive Environments." The strength, passion and vision of the Electromagnetic Spectrum (EMS) Warfare community is strong today, and swiftly propelling the AOC into its next 50 years.

Electromagnetic Spectrum Operations in Contested and Permissive Environments

"Electromagnetic Spectrum Operations (EMSO) in Contested and Permissive Environments" casts a wide net to encompass the seven sessions that will be presented at this year's AOC Technical Symposium. Session Chairman and speakers will be from around the globe. The array of high level people speaking from Government, Industry, Academia and our International community is representative of the growing importance of EW/IO/Cyber Warfare. The unique perspectives of our diversified speakers will shed a new light on where our community is heading. There will be no parallel sessions this year so everyone can hear every presentation. Air, Space, Maritime, Land and Cyber Warfare will be included in this year's Technical Symposium, the AOC "Red Flag" event for the EW community.

EW’s Increasing Relevance: Warfighter Perspectives

NATO operations in Afghanistan and Libya, Russian operations in Ukraine and Georgia, military exchanges related to territorial disputes in the East and South China Sea, continued unrest in the Middle East and Africa, and potentially disruptive cyber challenges to weapon and C2 systems are rapidly expanding the demands for EW and Electromagnetic Spectrum Operations capabilities.  This session will examine EW and EMSO needs across the globe from the perspective of joint warfighters with recent experience in PACOM, CENTCOM, EUCOM, and STRATCOM.  Responsibility for electromagnetic spectrum operations is assigned to US Strategic Command by the President of the United States through the Unified Command Plan.  A presentation by RADM JR Haley, USSTRATCOM Director of Operations, will kick off the discussion.

Increasing Importance of International Coalition EM Operations

While the US has the world’s largest military, and world beating capabilities, economic conditions mean that US forces will shrink despite an increasingly uncertain defence and security outlook.  EW and related Electromagnetic capabilities like C4ISR and SIGINT are key enablers for safe and effective operations and their role can only grow.  Outside the US, in NATO and elsewhere, many Nations have faced the same cutbacks in some cases up to a decade ago.  This session will include serving and retired military personnel who will explain how their nations have faced the challenges and shaped their EW capabilities with the support of industry.

International Business Opportunities for EW-Related Technologies

Senior government leaders from around the world recognize that in this period of history which is characterized by a dynamic global security environment and the emergence of potentially game-changing technologies, but substantially reduced government funding for national security, there is a greater need than ever before for international cooperation to modernize and ensure the interoperability of EW, EMSO, and related cyber systems.  In this session, a panel of experts will discuss today’s international EW/EMSO business challenges and tomorrow’s opportunities to expand international trade in these areas.  The Honorable Ms. Heidi Grant, Deputy Under Secretary of the Air Force for International Affairs, will present her views; this will be followed by a moderated discussion with a panel of experts who will provide international media, congressional, and international trade show perspectives on these critically important topics.

Electromagnetic Spectrum Operations (EMSO) in the Maritime Domain

This session will help highlight how operating from the sea can be different than other domains and provide insight on the technological advances that address these differences. Speaker topics will include: Modeling the EMS in the maritime domain, how do we account for that in our next generation of modeling systems?  Modern meteorology developments and EMS, how do those trends help/hinder EW?  How does Coast Guard, NORTHCOMM and Homeland security leverage ESO in defending the homeland in the coastal/harbor environment? The session will end with a panel session that will address the same question from their unique perspective:  What unique EW problems does the maritime domain present to you from your perspective and what opportunities does it present?

Military operations are increasingly dependent on increasingly sophisticated control and management of the spectrum and information environments on the land, and sea, and in air, space, and cyberspace.  NATO, Australia, the United States, and others have outlined new concepts to control, manage, and exploit the value of EW and EMSO in current and future military operations.  Mr. Randy Walden will start the discussion with a presentation that leverages his insights into cutting edge EW, EMSO, and cyber technologies.  He will be be followed by a panel of experts who will discuss their perspectives on the impact of these new technologies and concepts on military operations across the spectrum of conflict.  This session will provide participants a uniquely informed view of EMSO, EW, and cyber for the 21st Century and beyond.

This session will discuss new advances in Cognitive Electronic Warfare, Signals Intelligence, Ground EW directions and continuing focus on size, weight, power, cost and R&M. The continuing interaction with Intelligence and EMSO will be discussed. This final session will culminate three days of presentations on future EMSO directions. A surprise ending to the session will provide a special gift for an attendee present.
