Sensitive Compartmented Information Facility (SCIF) Design & Construction

After attending this unclassified Workshop, students will be able to oversee design and construction of a sensitive compartmented information facility (SCIF) which meets official government requirements for a secure area where classified information is handled. The stringent physical security requirements; such as, access control systems, thickness of doors, the strength of concrete and the use of alarms, and acoustical controls which prevent eavesdropping, information exposure or “jamming”, and surveillance prevention will be discussed.  The use of electronic media within the facility will also be explored.

Speaker and Presenter Information

Doug is a career security professional.  He retired from active duty with the US Air Force in 1993. He spent the next 20 years working for the U.S. Government, primarily overseas in Europe.  He has over 45 years of experience in conducting physical security vulnerability assessments and risk analysis.  During his tenure as a Security Analyst with the Department of Defense he helped establish and publish the minimum antiterrorism standards for DOD buildings.  He’s been teaching these standards to architects, engineers, planners, facility managers, security professionals and other involved in developing mitigation strategies and building design planning ever since.

 

He’s an impassioned speaker and like sharing his knowledge. Organizers have tapped into his experience at national and international conferences, such as; ISC-West 2013 in Las Vegas, Federal Security Symposium 2013 in Washington DC, 16th IFSEC & OSH Arabia 2013 and 17th International Security Conference 2014 in Riyadh, Kingdom of Saudi Arabia, ISC-East 2014 in New York city, the first Smart Cities India 2015 Conference in New Delhi.  He will deliver the keynote address, Unlocking the Underlying Potential of the Security Industry with IoT: A Holistic View, at IFSEC India Safe Cities Conference and Expo in December and has already been notified to speak at the 2nd Smart Cities India 2016 Conference and Exposition.  

 

He is a guest lecturer at John Jay College of Criminal Justice on a variety of physical security subjects.  He also assists Mercer College in the development of their Associates of Applied Science in Security Systems Technology Degree Program and teaches a prerequisite course on security systems integration. He’s a published author. 

 

In the Summer 2010 edition of The Guardian: The Source for Antiterrorism Information his article on the Risk Analysis and Vulnerability Assessment Process was featured.  His tips on perimeter security were recently published in the Jul/Aug issue of Security Middle East.

 

Doug is an active member of the Security Industry Association (SIA).  As such he helped SIA and the International Association of Professional Security Consultants develop Architectural Graphic and CAD Symbols for Security System layouts.  So chances are if you use graphics in the design a security system in the future with barriers, doors and windows or sensors you will be using a symbol he created.
