In 1998, Vice Admiral Arthur K. Cebrowski and John J. Garstka wrote a watershed article articulating a vision for network-centric warfare. Network-centric warfare, they wrote, was “a revolution in military affairs unlike any seen since the Napoleonic Age.” It would enable what they called speed of command—tactical decision-making based on real-time access to information about the battlespace.

 

How close are we to achieving that vision? Without a doubt, the battlespace—sea, air, land, and cyberspace—is networked like never before, and information superiority is understood as essential to military success. Nonetheless, progress toward the full realization of network-centric warfare has been hampered by technical and cultural challenges that have kept information locked in stovepipes.
