Earned Value Management (EVM) Workshop for Government Executives Managers, Staff & Industry Partners



The OMB Circular, No. A–11, Part 7 PLANNING, BUDGETING, ACQUISITION, AND MANAGEMENT OF CAPITAL ASSETS says that all major projects will be managed using EVMS as defined in the Capital Programming Guide.  That the information will be used to report to status against OMB 300 programs.   EVM is a proven project management technique which will provide an early warning of project cost and schedule performance issues.   

On June 30, 2009, the Office of Management and Budget (OMB) launched the IT Dashboard providing Federal agencies and the public the ability to view details of Federal information technology project performance information.   Cost and schedule performance information is reported monthly by Agencies in the OMB 300 Table IIA format.  The CIO and project managers can utilize these performance results to identify cost overruns or savings, inferior estimates, schedule delays, or management performance issues affecting the investment. 

In February 2010 the Federal CIO, Vivek Kundra, launched a formal process to dig into at-risk and failing IT projects in the federal government.  The OMB calls this process TechStat sessions and plans to review every major IT Investment project in the government.  TechStat review projects are chosen based on data reported on the Federal IT Dashboard which provides the public and federal managers insight into Agency project performance.    The objective is to identify projects which are performing poorly and should be paused until corrective actions can be implemented or canceled all together.   

 The GAO believes Agencies need to improve the implementation and use of earned value techniques to help manage major system acquisitions. The GAO is recommending that the selected agencies modify EVM policies to be consistent with best practices, implement EVM practices that address identified weaknesses, and manage negative earned value trends.
