Category management is an approach the federal government is implementing to buy smarter and more efficiently. However, this strategy poses risks to contractors as single and multiple award contracts are consolidated government-wide.

Today, the federal acquisition system is fragmented, with thousands of buying offices in hundreds of departments and agencies acquiring more than $400 billion in goods and services each year. Federal acquisition professionals often have little insight into what their counterparts are buying, who they are buying it from, what they are paying, and how they are buying it. Currently, there is no single place a government contracting officer can go to find information regarding existing contract vehicles for any particular commodity area.

Category management is an emerging strategic approach to enable the federal government to buy more like a single enterprise.  It involves identifying core categories of spend, and developing heightened levels of expertise, sharing best practices, providing streamlined solutions, and managing supply and demand, for each of the categories.  The objective is to increase efficiency and effectiveness while reducing costs and redundancies. 

As the federal government refines and implements the category management process, potentially consolidating multiple award contracts (MACs), what are the risks and benefits for contractors? What are the implications for future procurements?

Jason Miller,
Executive Editor, Federal News Radio. Jason Miller is an executive editor and reporter with Federal News Radio, the only all-news radio station focused specifically on covering the federal government and its contractors. As executive editor, Jason directs the news coverage of the station and works with reporters to ensure a broad range of coverage of technology, procurement, finance and human resource. As a reporter, Jason focuses mainly on technology and procurement issues, including cybersecurity, cloud, mobile computing and acquisition policies and programs. Jason hosts the weekly Ask the CIO program where he interviews large and small agency CIOs about their priorities and challenges.

Lesley Ann
Lesley Anne Field, 
Deputy Administrator, Federal Procurement Policy, Office of Management and Budget (OMB). Lesley Anne Field is the Deputy Administrator for Federal Procurement Policy in the Office of Management and Budget (OMB), Executive Office of the President, and has served as the Acting Administrator periodically since 2008.  Her office is responsible for developing and implementing government wide regulations and policies to support $450 billion in federal contracting each year, and she leads initiatives to strengthen the acquisition workforce, leverage the government’s buying power, and improve transparency.  Prior to joining OMB, Lesley served at the U.S. Department of Transportation as a contracting officer and policy analyst in the Office of the Secretary.  
Lesley is a Fellow of the National Academy of Public Administration, and a 2008 winner of the Fed 100 Award.  She received her Bachelor of Science in Commerce from the University of Virginia, her Master’s Degree in Public Administration from Virginia Tech, and she completed the Senior Executive Fellows Program at the John F. Kennedy School of Government at Harvard University.

 

Laura Stanton
Laura Stanton,
Assistant Commissioner, Office of Strategy Management, GSA. Laura Stanton was named Assistant Commissioner of the Office of Strategy Management in April 2016, where she directs the Federal Acquisition Service’s strategic business planning, performance management, category management, Federal Strategic Sourcing Initiative, and Acquisition Gateway adoption. She plays an integral role in creating and executing a FAS strategic vision that aims to position itself as the Government Acquisition Marketplace. She facilitates collaboration among FAS business units and champions business process design and change management efforts that achieve mission results and organization transformation.   Additionally, she is leading the evolution of category management at FAS, which is providing acquisition expertise to improve spend management for federal agencies. Along with this work, she is coordinating with the Category Management Leadership Council and the Office of Federal Procurement Policy to implement category management government-wide. 

Ken Brennan
Kenneth M. Brennan, 
Deputy Director, Services Acquisition, Defense Procurement and Acquisition Policy.  Ken is currently the Deputy Director for Services Acquisition in the office of Defense Procurement and Acquisition Policy.  Since May 2013 he has been responsible for the technical and programmatic evaluation and functional oversight of all aspects of Department of Defense (DOD) services acquisition.  While ensuring compliance with policies governing defense acquisition of services, Ken is also responsible for review and analysis of services programs including cost, schedule, and risk management practices as well as services industrial base issues.  He manages the governance structures and procedures used by Military Departments and Defense Agencies authorities who are responsible for services acquisition execution.
