Each agency has outreach personnel who are responsible for promoting the use of all small business categories within the Federal Acquisition process. They assure that the agency complies with federal laws, regulations, and policies to include small business as sources for supplies and services. They also are responsible for their agency's subcontracting program.
 
Still, there is a tendency for 20 percent of the Small Businesses to get 80 percent of the contracts.
What factors contribute to the success of these businesses?
