This talk will discuss the cultural changes that were made at USCIS in the adoption of modern agile development practices. The discussion will include the successes and challenges of changes in an organization that has significant inertia in existing development practices and the changes that need to be made within both the IT and business organizations. The overall framework of change and recommendations will complete the discussion. It will be followed by an open interactive discussion with question and answers.

Joshua Seckel is an industry-recognized expert in the Agile community. He has led the transformation and modernization of federal IT during his tenure as a Division Chief at DHS USCIS. He understands first-hand the organizational dynamics, cultural impediments, and enterprise strategies to effectively implement Agile and DevSecOps across IT portfolios. As both a contractor and a federal employee, Joshua has more than 20 years of experience leading the development of software solutions for government entities, including DHS HQ, USMC, OCC, DHS DNDO, and DHS USCIS. He holds a Masters of Business Administration in Technology Innovation Management from Pacific Lutheran University, is an ICAgile Certified Expert Agile Coach, and is a highly sought-after speaker in the Agile community. He is currently the Chief Solution Architect for Agile and DevOps at Sevatec.
