Shay Assad, Director of Defense Pricing/Defense Procurement and Acquisition Policy, will discuss the goals and implications of DoD’s "Certified Costs and Pricing" pilot program and what is being done to streamline defense acquisition-related rulemaking.

 

Topics to be discussed include:

  • In January 2018, DoD established an exception from costs and pricing data certification requirements for contracts and sub-contracts less than $7.5 million in value and pertaining to basic or applied technology acquisition, or SBIR/STTR awards. Effective 1 July 2018, the threshold for triggering certified costs and pricing data reporting requirements will increase from $750,000 to $2 million. What are the early and anticipated lessons of these reforms?
  • Over the last 18 months, the issuance of new acquisition rules has been delayed, in part, from new regulatory burden assessment requirements. What is the current state of the rulemaking process and what is being done to reduce the time to rule issuance?
