Federal agencies, their employees, contractors and other partners are under stress as pay freezes and budget cuts are discussed in Washington, and the state and local government partners of federal agencies continue with steep budget cuts and layoffs. In this environment, agencies need to think strategically about how to carry out their mission with the most cost-effective mix of federal employees and contractors. Agencies should be prepared for the changes and how they will affect them and their government and contractor (Multi-Sector) workforce.
