2011 Bicoastal Counter-Terrorism Summit

The HALO Corporation will be presenting the following courses in the continuing Bicoastal Counter-Terrorism Seminar Series.

Monday: Global Narco-Terror Nexus

The public, media, and many political leaders observe the border crisis as a one dimensional dilemma. This summit provides substantial evidence proving the border crisis as a truly multidimensional international crisis. Too many nodes are tied together which have built numerous networks that present a global system of funding terrorist activities. Participants will be presented the data points proving such statements, be capable of identifying and observing the numerous networks and grand system, and be capable of briefing such information to their peers. This class will serve as a foundation for the remainder of courses presented throughout the week.

Tuesday: 21st Century Methods of INTELLIGENCE

This course will educate participants in the art of Socio-cultural Intelligence (SOCINT). Understanding that “no one operating in a ‘functioning system’ is without vulnerability” is the baseline assumption. Indentifying INTELLIGENCE tools while practicing how to apply them in order to disrupt the methods of operation of those that plan to do us harm, is the solution. This is the discipline of SOCINT. Students will not only learn the fundamental tools of SOCINT, they will also conduct a practical exercise proving their applicable capabilities of incorporating such tools in their everyday operations.

Pre-Incident Indicators and Behavioral Recognition Patterns are the essence of proactive law enforcement. Knowledge of how terrorist groups prepare an attack based on indicators that will be in the public eye, allow a response to deter the attack accordingly.

Wednesday: Exporting Terrorism- Latin America

Due to increased awareness of terrorist activities at land and air borders and the heightened security measures taken to prevent them, terrorists have taken aim at the largely un-policed waters around the globe as evidenced by the astounding rise in open water piracy. Likewise, port security has not kept pace with the heightened target hardening measures, as ports were designed for storage and easy access for materials to facilitate business. These targets represent a medium in which terrorists can inflict mass casualty while capitalizing on mass media coverage. This workshop will explore those methods in which terrorists and threats will operate. Asymmetric terrorist planning, design, and delivery will be addressed, as well as, counter-measures for both water borne vessels and land based facilities and borders.

Thursday: Patron Saints of the Underworld – Narco-traffickers and the Spiritual World

This presentation will include information and cases on the use of prayer in traditional or recognized religions to facilitate drug trafficking and other crimes. Often drug traffickers and other criminals engage the spiritual world in their illegal activities for protection from law enforcement and others considered enemies, such as rival drug trafficking organizations and informants. This course is beneficial to federal, state, and local law enforcement officers in all parts of the country who may encounter these items during or pursuant to an investigation. The course has helped enhance understanding by law enforcement throughout the country, aiding in many arrests, several of which included seizures of large amounts of drugs and drug money.

Friday: Islamic Literalist Ideology

One of the greatest weapons used by terrorist organizations against the United States and its citizens is our own ignorance of them. This presentation will disarm that weapon and provide the audience with tools to defend our principles and help defeat their ideology. We will discuss the radicals’ long term goals for the United States and ultimately what they hope to achieve. This course is a must for all in the conflict with Islamic literalism. This includes our military, policy makers, law enforcement, and educators.
