FPS4 Industry Day

AFLCMC/HBUK at Hanscom AFB will host an Industry Day Conference for the FPS4 program on January 29, 2019, from 9:00 am until 3:30 pm EST at the Hanscom Conference Center, Building 1106, 25 Grenier Street, Hanscom AFB, MA 01731. Sign in will begin at 8:00 am EST. AFLCMC/HBUK will also conduct Government-Industry one-on-one meetings on 29 and 30 January 2019 by appointment only. Sign up for one-on-one meetings/discussions via the Contractor Interest Survey attached to this announcement.

The purpose of this industry day is for the Government to present to Industry an overview and update on the FPS4 program. A primary goal for this Industry Day is to set the stage for a Request for Proposal (RFP) which the Government intends to issue late 2nd quarter of Fiscal Year 19. To that end, the Government requests Industry attend, be prepared to share in an open forum, and have recommendations for what information would be helpful to enable more effective responses to the FPS4 RFP and ways to form a stronger Government-Industry partnership. Industry will also have the opportunity, in one-on-one sessions with Government representatives, to ask questions about the RFP and FPS4 project.

Please submit completed Contractor Interest Survey, Attachment 1, no later than 12:00pm EST on January 18, 2019, to Mr. Andrew Sibley, Contracting Officer, andrew.sibley@us.af.mil, Mr. Matthew MacEachern, Contract Specialist, matthew.maceachern@us.af.mil and Ashley Martin, Contract Specialist, ashley.martin.17@us.af.mil via e-mail. Seating is limited, so an early response is recommended. Please limit your attendance to no more than three (3) company representatives. A consolidated list of attendees will be provided to the Hanscom Visitor’s Center (Vandenberg gate entrance) to allow base entry. Be prepared to show two forms of identification (at least one picture ID) vehicle registration and proof of vehicle insurance at the Vandenberg gate entrance. At the conference site, please be prepared to provide picture identification.

If you would like to participate in the industry day on January 29, 2019 by telephone, please submit a Contractor Interest Survey, Attachment 1, indicating your interest in participating by telephone, no later than 12:00pm EST on January 18, 2019, to Mr. Andrew Sibley, Contracting Officer, andrew.sibley@us.af.mil, Mr. Matthew MacEachern, Contract Specialist, matthew.maceachern@us.af.mil and Ashley Martin, Contract Specialist, ashley.martin.17@us.af.mil via e-mail. The Government will gauge interest in telephone participation and provide dial-in information if required.

A draft Statement of Work (SOW), draft Section L Instruction to Offerors, and draft Section M Evaluation Criteria will be posted to www.fbo.gov at a later date, prior to the January 29, 2019. A comment matrix will also be posted to fbo.gov to provide interested parties an opportunity to provide questions and comments to the Government in advance of the FPS4 Industry Day. Note regarding weather – As you know, the weather can be unpredictable during the New England winter months. In case of a storm or inclement weather, please call Hanscom’s COLD line (781-225-COLD or 781-225-2653) or access the Hanscom web site ( https://www.hanscom.af.mil/About-Us/Fact-Sheets/Display/Article/379463/cold-line-and-hanscom-website/) to get information regarding Base delayed openings and closures. Industry Day will be conducted on January 29, 2019, even if there is a delayed opening. The Industry Day schedule will shift accordingly.  If there is a base closure, Industry Day will re-schedule Industry Day scheduled for Wednesday, January 30, 2019.

This notice does not constitute an invitation for bid or request for proposal. Any procurement action for the FPS4 acquisition will be the subject of a separate, future announcement. The Government will not reimburse contractors for any costs associated with preparing or submitting a response to this notice or attending the FPS4 Industry Day. Participation in the FPS4 Industry Day is voluntary.
