Implementing a successful and sustainable Federal telework program is often about managing the interactions of people. OPM reported to Congress that "office coverage and management resistance were considered the largest barrier to implementation."

Added to this are the new mandates of the Telework Enhancement Act of 2010 signed into law by President Obama in December.
Among the many requirements:

  • By June 10, 2011, agencies must determine telework eligibility for each employee and notify all workers of their eligibility to telework.
  • By June 10, 2011, each agency will designate a senior official to be the Telework Managing Officer, with direct access to the agency head.
  • Agency management is required to report on their efforts to promote telework.
  • Workers must complete an interactive training program prior to signing the mandatory telework agreement.
