Leveraging Publicly Available Information to Map and Track GNSS Interference

In this webinar, we examine an emerging subset of EW activity: the ability to mimic, or “spoof,” legitimate Global Navigation Satellite System (GNSS) signals in order to manipulate Positioning, Navigation, and Timing data. To date, methods for detecting GNSS spoofing and other interference have been reserved for organizations with the ability to leverage advanced means for signals collection. As a result, the full scope of this activity has rarely been discussed in the public domain. However, with the democratization of technological capabilities and access to data, these advanced means are now available to a wider audience.

In this presentation, C4ADS will detail the methodologies used in its year-long investigation, titled Above Us Only Stars, on GNSS spoofing activities in the Russian Federation, Crimea, and Syria. C4ADS will demonstrate how it leveraged publicly available vessel Automatic Identification System data, official public records, commercial technologies, and data from the International Space Station to expose over 9,883 suspected GNSS spoofing instances across 10 locations since 2016. In doing so, we will present our findings from one of the first systems-level studies on how publicly available data can be used to identify, detect, and expose the deployment of GNSS spoofing capabilities.
