David Orr is a consultant-trainer specializing in federal sector HR management and labor-employee relations. Some of his clients include the Department of Commerce, Department of Agriculture, The Office of the Secretary of the Senate, Transportation Security Administration, U.S. Capitol Police, OPM’s Eastern Management Development Center, U.S. Secret Service, NASA, the IG Management Institute and the Court Services & Offender Supervision Agency (CSOSA). Mr. Orr has 32 years of federal service at six agencies, including CSOSA, the Federal Election Commission, the Department of Navy, the Defense Mapping Agency Hydrographic Center, ACTION, and the U.S. Customs Service, the last twenty-two years as an HR Director. He is active in number of professional organizations including the International Personnel Management Association and the Society of Federal Labor & Employee Relations Professionals.
