Mr. Briese is recognized as a national thought leader for the emergency services and emergency management and the evolving role in homeland and national security. He is recognized as the earliest national advocate for terrorism and WMD preparedness for the fire and emergency services and has done extensive research, speaking and lecturing in these areas and has addressed national and international conferences in Japan, Israel, Germany, Belgium, Brazil, Sweden, Canada, the United Kingdom and the USA.

Mr. Briese served as the FEMA's Regional Administrator for DHS/FEMA Region 8 from 2008-2009, working with the states of Utah, Colorado, Wyoming, Montana, North Dakota and South Dakota. He was the senior DHS/FEMA official in the Region.

Prior to going to DHS/FEMA, he served as Vice President, Emergency Management and Homeland Security for ICF International, a Fairfax County, Virginia based, NASDAQ-listed professional services corporation.

Garry served as the Executive Director of the International Association of Fire Chiefs (IAFC) from 1985 to 2007 and spent the previous 14 years working as the Executive Director of the Florida College of Emergency Physicians. He has over 36 years experience in all level of emergency services including local, state, national and international.
