Centre Law & Consulting is excited to announce its newest training class offering—Contracting and Subcontracting Essentials.  This fast-paced three-day training session will be held at Centre’s headquarters in Tyson’s, Virginia, and was developed in response to requests and recommendations from Centre’s training participants—you asked—Centre listened.


The course was developed with beginners in mind, and those who may need refresher training to sharpen and enhance their Federal contracting skills and knowledge.


This class will provide a comprehensive introduction and understanding of the Federal Acquisition Regulation (FAR) sufficient to allow participants to gain an in-depth understanding of the FAR and the many Federal Statutes implemented therein—covering contracting from the development and forecasting of procurement opportunities—to contract closeout (cradle to grave).


Try and match the enthusiasm of our Certified Federal Contracts Manager instructor as you are guided through the challenges of the procurement planning process, the principles of contract formation, the types of contracts, contract dispute issues, terminations (for convenience, cause, or default), Cure and Show Cause Notices, warranty and other contract administration issues.  The Contractor Performance Assessment Reporting System (CPARS) is covered extensively, as is Federal small business programs, and their often competing interests, are covered in this course.


A third and full day of this class is devoted to subcontracting requirements and related issues.  Subcontracting presents a variety of contract administration complexities, challenges, and vulnerabilities.  Subcontracts are a hybrid of sorts, with mandatory government flowdowns as well as a company’s commercial terms and conditions under the Uniform Commercial Code.  Also covered in subcontracting essentials is the role Teaming Agreements play—you will definitely want to hear what our Attorney-instructor with over 30 years of expertise in this area shares with you based on actual cases and many years of litigation.  In addition, consent to subcontracts, make or buy programs, contractor purchasing system reviews, the withholding, granting and withdrawing approval of approval of these systems, and Small Business Subcontracting Plans are covered.

William Weisberg
Of Counsel

William Weisberg is a government contracts attorney with 30 years of experience. Bill received his undergraduate degree from the University of Virginia (where he was an Echols Scholar) in 1983 and his law degree from the George Washington University in 1986. Bill practiced with large international law firms for over 25 years, the last 10 of which he led his firms’ Government Contract and Grant practice groups. Bill formed his own boutique government contract firm in 2013.


Bill represents both traditional defense contractors as well as primarily commercial companies selling either directly to a government customer or selling into a government supply chain. Bill’s clients are found in many industries, including manufacturing, professional services, IT, construction, and a variety of high (and not so high) tech.

Wayne Simpson, CFCM, CSCM

Wayne Simpson is retired from the U.S. Department of Veterans Affairs (VA) after 38 years of federal service. He served as the Executive Assistant to VA’s Deputy Assistant Secretary for Acquisition and Logistics where he was the primary staff advisor to the Deputy Assistant Secretary, who serves concurrently as VA’s Senior Procurement Executive and Debarring Official. Wayne’s federal experience is significant and provides him with a unique combination of skill sets, knowledge, and insight into acquisition operations and procurement opportunities. He also has a keen understanding of the interrelation of federal contracting and small business programs and the challenges presented by their often competing interests.


Knowledge, Skills and Abilities:

  • Demonstrated expertise in pre-solicitation, pre-award, and post-award areas of Federal contracting.
  • Significant knowledge of the Federal Acquisition Regulation and Veterans Affairs Acquisition Regulation.
  • Demonstrative small business advocate, subject matter expert in the Veterans First Contracting Program at VA.
  • Significant knowledge of the Federal Supply Schedule Program, compliance and contract administration issues.
  • Subject matter expert on Federal small business programs, and their often competing interests in the conduct of Federal acquisitions.
  • Analytical capabilities in reviewing contract documents and developing courses of action necessary for contract administration issues and compliance.
  • Expertise in all facets of Federal subcontracting requirements and program execution and administration.
  • Significant experience and expertise in working with Federal Procurement Data System–Next Generation (FPDS-NG).
