Federal Insights Exchange: Session featuring Jamie Holcombe

Join the ACT-IAC Federal Insights Exchange on Thursday, February 13, 2020 as we welcome Jamie Holcombe, Chief Information Officer, United States Patent and Trademark Office.  Mr. Holcombe will present his strategic IT modernization for USPTO Patent and Trademark technology at this session.

 

About the USPTO:  The USPTO is a self-funded federal agency of the U.S. Department of Commerce established over 200 years ago to grant U.S. patents for the protection of inventions and register trademarks. To fulfill this mission, USPTO employs over 8,000 patent examiners and trademark examining attorneys that work remotely throughout the United States. The agency is operating in an era of growth as patent applications filed reached a new high of 665,231 in FY 19. 

 

The first US Patent, numbered X000001 was granted on July 31, 1790 and signed by President George Washington. This patent was granted to Samuel Hopkins, in Pittsford, Vermont, for the "making of pot ash and pearl ash by a new apparatus and process. Many details about the history of the USPTO can be found in this building on the plaza level. Today, the Office of the CIO at the USPTO is making investments in modern technology to support the business of patents and trademarks on behalf of inventors and innovators everywhere.

 

USPTO TECHNOLOGY:  Mr. Holcombe will talk about the drive toward IT transformation with the enterprise plan for IT Stabilization and Modernization, fueling improvements in IT delivery for the agency’s systems, infrastructure and applications that support the mission. He will share his plans to leverage various modern technologies such as AI, Blockchain and cloud platforms to improve productivity, efficiency and return on investment in support of the agency’s mission. He will also provide insight into the progress and success using new technologies for mission support.

 

PROJECT TEAMS TO PRODUCT TEAMS: Mr. Holcombe will discuss the transformational pivot from operating as a project-centric organization to delivering IT with a product-oriented approach. 

 

ACQUISITION:  Mr. Holcombe plans to announce some modifications to the current procurement methods to acquire services and technology as he implements these modernization efforts. The discussion will focus on current USPTO IDIQ vehicles, how those will be utilized going forward and how new acquisition programs are part of the USPTO purchasing strategy.
