To work more effectively and efficiently, federal agencies and others recognize the need to develop collaboration competencies at all levels. This training facilitates staff in acquiring advanced skills in collaboration; multi-party negotiation; conflict prevention, management and resolution; meeting facilitation; and alternative dispute resolution.

Speaker and Presenter Information

Jeffrey Silvyn is an attorney serving as General Counsel for the Morris K. and Stewart L. Udall Foundation and its program the U.S. Institute for Environmental Conflict Resolution. His work includes assisting staff program managers and contracted neutrals with dispute resolution process design and legal issues that arise during the collaborative process, such as questions about the Administrative Dispute Resolution Act, Federal Advisory Committee Act, Freedom of Information Act, and negotiated rule-making. He is also part of the Institute’s Training Team, which provides education on topics such as dispute resolution, collaboration, and negotiation. Before joining the Foundation, Jeff spent 15 years in private practice, advising both private and public sector clients on compliance with various state and federal laws. He also represented clients in administrative and court proceedings, including trials and appeals, particularly in employment law and commercial disputes. Jeff represented parties in alternative dispute resolution proceedings and served as a mediator and arbitrator. Jeff received a B.A. in International Studies from Johns Hopkins University and a Juris Doctorate from the University of California Los Angeles School of Law in 1992. He is admitted to practice in Arizona and California. He serves as a vice-chair for the Alternative Dispute Resolution Committee of the Section on Environment, Energy, and Resources of the American Bar Association. He is a member of the Morris K. Udall Inn of Court.
