Congress is an underperforming institution—hindered by its own self-divestment, defied by Democratic and Republican administrations, and struggling to navigate deepening political polarization. The seeds of a turnaround were planted when the House of Representatives formed the bipartisan Select Committee on the Modernization of Congress during the 116th Congress.
Two years later, and with the committee’s work extended for the 117th Congress, this three-part series will examine key performance measures of the legislative branch, what has been accomplished toward making Congress work better for the American people, and what an agenda for future improvement looks likes.
