Brian Engle is the Chief Operating Officer (COO) & Chief Information Security Officer(CISO) for CyberDefenses. Brian leads the security operations, advisory consulting and program management teams that provide services to the dynamic and growing client base. Brian has personally worked with hundreds of counties, cities and state agencies across the nation, with a large focus on Texas to assess and help resolve security concerns. Brian has been a professional within Information Security and Information Technology for over 25 years, is a member and leader in numerous industry groups and associations, and holds the CISSP certification.

 

Gene Moore, SSCP, CISM

Application Solutions Consultant, SLED, AT&T Cybersecurity

Gene Moore is part of AT&T's Information Security solutions organization. He works with governmental organizations to help develop meaningful and impactful solutions to their security challenges. He draws on 25+ years of technology experience in helping create, design and implement solutions.
Gene has been with AT&T for over 13 years and works on a closely with the Department of Information Security in developing and providing cybersecurity solutions for the Public Sector in the State of Texas. He has been managing the Election Security Assessment program since 2018.
Gene works to help agencies move from a reactionary model to a proactive model. He helps them understand the benefits of getting and staying ahead of the onslaught of threat activity.

 

Joe Morris

Deputy Chief Innovation Officer, e.Republic

Joseph Morris is the Deputy Chief Innovation Officer and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.

 

Mark Weatherford — Moderator

Senior Fellow, Center for Digital Government

Mark Weatherford is a globally recognized information security professional with experience at some of the world’s largest public- and private-sector organizations. He was appointed as the first deputy under secretary for cybersecurity at DHS in the Obama administration and was chief information security officer for the state of Colorado and for the state of California under Gov. Arnold Schwarzenegger. In the energy industry, he was VP and chief security officer at the North American Electric Reliability Corporation, where he worked daily with Congress and electric utilities across North America on cybersecurity standards, regulations, and policy issues. He also served as a principal at The Chertoff Group and was VP and chief cybersecurity strategist at vArmour. Most recently, he was the VP and global information security strategist at Booking Holdings, the world’s largest online travel business with offices and employees in almost every country in the world and whose major companies include Booking, Priceline, Kayak, OpenTable and Agoda.
