The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) will be hosting an Industry Day



The purpose of the event is to provide an opportunity for Vendors to share the most recent product or service developments that could provide support to ATF’s ballistic imaging network known as NIBIN.

 

In 1997, ATF established the National Integrated Ballistic Inf ormation Network (NIBIN) to provide local, state, tribal and f ederal law enf orcement partners with an automated ballistic imaging network. This technology is vital to any violent crime reduction strategy because it enables investigators to match ballistics evidence with other cases across the nation. This process also helps reveal previously hidden connections between violent crimes in dif ferent states and jurisdictions.


NIBIN is only used f or criminal investigations and does not capture or store ballistic inf ormation acquired at the point of manufacture, importation, or sale.


The NIBIN Program automates ballistics evaluations and provides actionable investigative leads in a timely manner. NIBIN is the only interstate automated ballistic imaging network in operation in the United States and is available to most major population centers in the United States.


Prior to the NIBIN Program, firearms examiners performed this process manually which was extremely labor intensive. To use NIBIN, firearms examiners or technicians enter cartridge casing evidence into the Integrated Ballistic Identification System. These images are correlated against the database. Law enforcement can search against evidence from their jurisdiction, neighboring ones, and others across the country. The NIBIN program is a crime gun intelligence tool accessed by law enforcement that allows law enforcement agencies the ability to share information and enhance cooperation easily, making all of us more effective in solving crimes involving the use of firearms.

 

To provide mission-focused outreach for the event, we are seeking companies that possess competencies in this area. Only vendors with products and services applicable to the NIBIN ballistic imaging mission should apply. Representatives shall be technically savvy and have a firm understanding of the direction of both Industry and ATF mission and policies. A capability statement demonstrating a clear and current competency in the ballistic imaging mission is required. ATF reserves the right to reject requests that do not show a clear and current competency.

 

Once the vendor is determined to have the technical capability, the Industry Day will be on a first-come/first-serve basis. February 8th will focus on the product category and February 9th will focus on the service category. Vendors shall request to be placed into the category of products or services. A vendor can submit for both product and service if their capability statement supports both categories. The maximum number of Vendors for the service portion is six and the maximum number of Vendors for the product portion is six. Vendors will be provided thirty minutes to virtually present information on their product or services to ATF personnel. The presentation will be immediately followed by a fifteen-minute question and answer portion. The Vendor will be provided an estimated start time and presentation date. A Non-Disclosure Agreement will be signed by all ATF personnel in attendance.

 

Registration is required through an email request to Contracting Officer Nick Engel at Nicholas.engel@atf.gov. Respondents shall submit their request as soon as possible, as registration will close once the maximum number of vendors have been accepted. Registration will not be accepted after 12:00 pm (Eastern Time, USA) 31 January 2022.

 

This Industry Day is for market research purposes only in accordance with FAR Part 10. Participation is voluntary.

 

This Industry Day is not related to any specific contract action or solicitation and no contract award will result out of participation.

 

All costs associated with attendance shall be at the Contractor’s expense and no reimbursement will be provided by the Government.
