Understanding and Implementing the GPRA Modernization Act of 2010



President Obama signed the GPRA Modernization Act of 2010 (H.R. 2142) on January 4, 2011 and OMB subsequently issued three guidance documents on its implementation.  Learn how the Act impacts your agency through the codification of key elements of the current performance management approach, planning, and the creation of a more defined performance framework

A 1-day workshop for public sector program executives, managers, and staff responsible for organizing, leading or implementing performance improvement efforts. Participants will walk away from this workshop with a better understanding of the requirements in the GPRA Modernization Act of 2010 and best practices in applying these requirements to your agency.

Robert Shea Principal Grant Thornton LLP (Former Associate Director for Administration and Government Performance, OMB) Robert Shea is a Principal in Grant Thornton LLP Global Public Sector practice. He leads the firm’s Cost, Budget, and Performance Management Community of Practice. Before joining Grant Thornton, Robert was at the U.S. Office of Management and Budget as Associate Director for Administration and Government Performance. In addition to managing OMB’s internal operations, Robert led the President’s Performance Improvement Initiative and administered the Program Assessment Rating Tool. Before joining OMB, Robert served as Counsel to the Senate Committee on Governmental Affairs where, in addition to general oversight of Executive Branch management, he advised Committee leadership on the status of implementation of the statutory framework for performance-based government, including the Government Performance and Results Act and the Chief Financial Officers Act. Robert was Legislative Director for Congressman Pete Sessions (TX) from 1997 to 1999, where he organized the Results Caucus, a group of Members of Congress dedicated to results-based management and solving many of the government’s major management problems. Robert was a Professional Staff Member with the House Committee on Government Reform from 1995 through 1996. There he had responsibility for examining the economy and efficiency of government programs, and acted as liaison with the government’s Inspectors General. Robert graduated from South Texas College of Law in Houston, Texas; and received a Bachelor of Arts from Connecticut College in New London, Connecticut. Robert lives in Alexandria, Virginia with his wife, Eva, and their three girls, Haley, Hannah, and Mimi. Ward Melhuish Principal Grant Thornton, LLP Mr. Melhuish is a Principal with Grant Thornton's Global Public Sector and is the practice lead for Cost and Performance Management. He has over 25 years of government and industry experience consulting in managerial costing, process improvement, benchmarking and strategy services. He is actively involved with numerous industry associations to include the American Society of Military Comptrollers (ASMC) and the Consortium for Advanced Manufacturing, International (CAM-I) where he provides thought leadership on innovative management solutions and practices. Mr. Melhuish was the recipient of the Robert A. Bonsack Award from CAM-I for his significant contribution in the field of cost management. Mr. Melhuish began his career as a Naval Officer and carrier jet pilot. He specialized in tactical planning and deployment of carrier-based electronic warfare capabilities, led the planning and execution of division-level strike exercises, and managed aircrew mission readiness through the planning and scheduling of training exercises. Victor Cascella Director Grant Thornton, LLP Mr. Cascella has over twenty years of combined consulting and leadership advisory experience in the areas of organization performance improvement, assessment and implementing business strategy. He is able to develop and expand an organization's capacity for strategy deployment, operational excellence, business process management and business performance analytics. He advises executives and organization leaders in the development and deployment of business strategies, enabling to create meaningful business measurement systems, analyze and significantly improve operational effectiveness. Mr. Cascella has a long track record in successfully leading and integrating enterprise-wide business transformation and Lean Six Sigma programs. Marc Hebert Senior Manager Grant Thornton, LLP Mr. Hébert has eleven years of professional experience in project management, cost and performance management program support. He currently manages an engagement with the Department of the Interior Bureau of Indian Affairs to develop and analyze cost and performance information for budget requests, perform benchmarking, and support process improvement initiatives. In addition, he and his team are currently supporting BIA in their revision of the DOI Strategic Plan. The team is also establishing processes for data validation and verification. In addition, Mr. Hebert is the engagement lead on the National Endowment of the Arts strategic planning initiative. He is working with them to revise their goals, objectives, outcomes, and performance measures. Previously, he worked with the US Marine Corps, US Army, Department of Education, Federal Drug Administration, and other federal agencies with their respective cost and performance initiatives.
