Overview of the Workshop: 

Hiring federal employees was never an easy process, and so it was especially frustrating to both line managers and HR offices when a new hire might leave after just a year or two. In today’s budget environment, with hard or soft hiring freezes, and early out and buyouts becoming ever more common, it is especially important that once a job offer has been accepted that the agency be able to retain the new hire for a reasonable period of time. With fewer people around to perform the agency’s mission, the mission can be jeopardized, or at least the work unit’s performance may be threatened, by even one ill-timed departure.  There is also the growing risk that once a position becomes vacant, the organization may lose the FTE, as the agency’s Budget Office is ever more likely to “sweep up” vacant slots to better manage FTE and their associated personnel compensation and benefits budgets across the agency.

The workshop will explore best practices in onboarding and retaining federal employees, especially in a budget constrained environment.

Speaker and Presenter Information

Instructors: Kristin Berry President R3 Government Solutions Kristin Berry is President of R3 Government Solutions. Ms. Berry is an accomplished leader who has built two award-winning Federal consulting businesses. Ms. Berry has 24 years of experience working in partnership with senior executives and management on complex, large-scale financial, process and organizational transformation initiatives including numerous enterprise technology implementations. Her areas of expertise include: program management, change management, strategic planning, human capital management, enterprise technology, business process management, financial analysis, and performance measurement. R3 Government Solutions has over 50 different clients. Under her leadership, R3 earned the Department of Homeland Security Chief Financial Officer’s 2009 Meritorious Service Award and 2011 Partner of the Year Award, and BAE System’s 2010 Small Business Award for outstanding client service. R3 Government Solutions focus is on severing the Government customer Ms. Berry spent the majority of the first 15 years of her career as a senior executive at IBM and predecessor PricewaterhouseCoopers, where she played lead roles in several multi-million dollar federal business process and organizational transformation engagements. At Towers Watson, she served as program manager for the annual employee benefits enrollments for two Fortune 100 companies with over 50,000 staff and oversaw relationships, proposals and capture for key clients. In addition, she provided executive level consulting on workforce issues including: organizational alignment, compensation, performance management, and employee satisfaction. Ms. Berry began her career as a securities analyst covering the energy, aerospace and defense industries. Ms. Berry holds an MBA in Finance and Human Resource Management with distinction from the University of Michigan, and a BBA in Finance from the University of Wisconsin - Madison. Ms. Berry serves on the University of Michigan’s Women’s Leadership Council, and is a frequent speaker and supporter of women’s entrepreneurism. Scott J. Cameron Senior Vice President R3 Government Solutions Scott J. Cameron is Senior Vice President at R3 Government Solutions, where he leads the human capital management consulting practice. R3 is a service-disabled Veteran owned small business that provides federal agencies with powerful transformational capabilities in business process, human capital, and information technology to promote mission accomplishment. Previously, he was a Director in the Global Public Sector practice at Grant Thornton LLP, where he led the firm’s human capital management community of practice. He is registered as a Certified Professional by the International Public Management Association for Human Resources, is a CHCO SAGE with the Partnership for Public Service, and a Principal of the Council for Excellence in Government. Prior to joining Grant Thornton, Scott was a Deputy Assistant Secretary at the Department of the Interior. He was Chief Human Capital Officer, E-Government Executive, had the lead on budget and performance integration, and served on the Executive Committee of the interagency Chief Acquisition Officers Council. He was also the Managing Partner of two of OMB’s government wide E-Gov projects; Geospatial One Stop and Recreation One Stop. Before joining Interior, he established the global government relations function for CHEP. CHEP is the global leader in materials handling, with business in 38 countries. Previously, Scott represented Governor Pete Wilson of California in Washington, D.C., working with Congress and federal agencies on environmental, energy, and natural resource policy issues. Before entering state government, Scott was Director of Conservation Policy at the National Fish and Wildlife Foundation, managing all of this congressionally chartered non-profit’s Congressional relations activity. Earlier, Scott was Deputy Chief of the Interior Branch at the Office of Management and Budget (OMB), part of the Executive Office of the President. He served as the program examiner for the US Geological Survey, US Fish and Wildlife Service, and the National Biological Survey. Earlier at OMB, he oversaw the EPA’s Office of Water and the Office of Research and Development. From 1985 to 1989, Scott worked as a Legislative Assistant to U.S. Senator Chic Hecht (RNV), handling all the energy, environmental, and natural resource issues for the Senator. Scott began his career as a Presidential Management Intern in the U.S. Fish and Wildlife Service, after earning a BA in biology from Dartmouth College, and an MBA from Cornell University. He was raised in New York City, is married, and has a son. Jill Foley Davis Managing Consultant R3 Government Solutions Ms. Davis has over ten years of experience providing public and private sector clients with human capital, organizational change, and strategic communications services and solutions. Prior to working for R3, Ms. Davis was a consultant with Booz Allen Hamilton, IBM Business Consulting Services, and PricewaterhouseCoopers Consulting. She has additional experience as a human resources generalist, business development and marketing researcher, and Congressional aide. Ms. Davis has had TS/SCI clearance and possessed Senior Professional in Human Resources (SPHR) certification. She holds a Master’s degree in Human Resource Development from George Washington University and a Bachelor of Arts degree in English from the University of Michigan.
