The semiconductor ecosystem had a shock in October 2022 when the Commerce Department published final rules that impact all parties in the semiconductor supply chain. Designed primarily to inhibit China’s capacity to develop advanced semiconductor technology, the rules have a significant impact on U.S.-based, and non-U.S. companies. This webinar will cover the new and revised texts of Category 3 of the Commerce Control List and the impact of the Foreign Direct Product Rule on chips and their components that are made outside the U.S.

Speaker and Presenter Information
Felice Laird has over 25 years of experience helping companies comply with the U.S. Export Administration and International Traffic in Arms Regulations. Her work involves assisting companies and outside counsel with jurisdiction, classification, and licensing decisions to ensure compliance with U.S. trade regulations. She is a recognized subject matter expert in encryption export controls and has decades of experience helping both large and small firms navigate the complex export restrictions on data security technologies, telecommunications equipment and software, and semiconductors. As the U.S. Government has increased its authority in overseeing foreign investment in the United States, Felice has been a resource to the legal community on technical matters in the context of M&A and in-bound foreign investments. In addition to consulting work, Felice provides training to the community designed to make practitioners self-sufficient in understanding and interpreting U.S. Government regulations.
