Zach Patton — Moderator, Editorial Director, Content Studio, e.Republic

Zach Patton edits and oversees papers and events for the Content Studio at e.Republic. Prior to joining the Content Studio in 2020, he was the Executive Editor of Governing magazine, which covers policy and politics in state and local governments across the country.


George McEwan — Panelist, Chief Strategy Officer, Department of Government Operations, State of Utah

George McEwan is a multi-disciplined technologist with 30 years of experience in engineering and management. He holds several patents in the field of high-speed satellite communications and has been a contributor to patent applications involving 3D visualization, encryption, and digital forensics. With demonstrated aptitude in electrical, mechanical, and software engineering, he has a significant portfolio of technology wins throughout his career. He recently served as the IT Director for the Utah Department of Health for the duration of the pandemic. George is currently fulfilling the role of Chief Strategy Officer for the Division of Technology Services at the State of Utah where he has responsibilities include the upcoming Citizen Portal. He is also an elected official in his second term as councilman for the city of Centerville, Utah.


Todd Shanley — Panelist, Chief Information Officer, Information Technology Services, Cabarrus County

Todd Shanley is the Chief Information Officer for Cabarrus County, North Carolina, where he has served the community for over 26 years. Todd’s relentless drive for civic innovation has modernized the way governments deliver internal and citizen-facing services. From leading enterprise IT operations, encouraging innovation to empowering a dedicated workforce, Todd’s impact as a technology leader is fostering a culture of collaboration to propel the county forward. He was named one of Government Technology Magazine’s 2020 Top 25 Doers, Dreamers & Drivers and StateScoop’s 2020 GoldenGov: County Executive of the Year. Under his leadership, Cabarrus County won Top Digital County Award in the 2019 and 2021 Digital Counties Surveys as well as ranked first place in the 2020 and 2022 Overall County Government Experience Awards by the Center for Digital Government.
