Join us for a discussion of US and foreign export controls on products containing encryption technologies.  This webinar will provide an update on US export controls on commercial encryption products, and will also cover controls on import, export and domestic use of products of major trading partners such as China, Russia, Israel, France and other EU countries.

ECTI’s Global Encryption Controls webinar will focus the spectrum of US encryption controls from “EAR99/No License Required products all the way to those control list items still requiring export licenses from the U.S. Department of Commerce.  We will cover the January 2011 regulatory update on publicly available software as well as new developments arising as the Commerce Department formulates its policy on export controls on Cloud Computing.  

The following topics will be covered:

  • What products have been decontrolled
  • How controlled products can be self-classified
  • The Encryption Registration process
  • What reports are still required and what should they contain
  • The “new” License Exception ENC parameters
  • Due diligence for products from third party suppliers
  • Special controls and licensing on source code, network infrastructure products, digital forensic products and other “restricted products”


In addition, this seminar will feature a special 30-minute presentation on certain foreign country regulations that present challenges for US companies who sell encryption abroad.
 
The Global Encryption Controls Webinar will provide PowerPoint slides and include live video and commentary from Felice Laird who is an Instructor with the ECTI and is a subject matter expert on encryption export controls. Questions may be e-mailed to Ms. Laird after the session ends.

Speaker and Presenter Information

Felice Laird has over twenty years experience helping companies comply with the US Export Administration and International Traffic in Arms Regulations. Felice specializes in transactional work, reviewing client’s product lines to establish licensing requirements and then providing guidance on how best to deal with any government restrictions on export. Felice is a subject matter expert in encryption export controls and has helped both large and small firms navigate the complex restrictions on data security technologies. Prior to becoming a consultant, Felice worked at the Department of Commerce in what is now the Bureau of Industry and Security. She also worked as an International Trade Analyst at the law firm of Paul, Weiss, Rifkind, Wharton and Garrison and as an Export Compliance Administrator for GTE Corp (now Verzion). Felice served on the encryption working group of the President’s Export Council Subcommittee on Export Administration (PECSEA), as well as serving as a PECSEA member during the Bush Administration. Felice is active in the National Council on International Trade and Development and TechAmerica’s Export Committee. She has a BA from the University of New Hampshire and a MS in International Business from the American University.
