Connecting Stakeholders for DoD Software Systems



The Deputy Secretary of Defense approved and signed the Department of Defense (DoD) Software Modernization Strategy on February 1, 2022. This act initiated a transformative journey for the department to deliver robust software capabilities at the pace of evolving demands. Though system complexity and stakeholder decentralization often challenge our ability to securely deliver capabilities on time and on budget, fostering collaboration and facilitating open discussions about these challenges, strategizing, and devising actionable plans will be crucial to overcoming them. In this webcast, we will highlight how the upcoming DoD Weapon Systems Software Summit will play a pivotal role in addressing these challenges and providing us an opportunity to collectively devise effective solutions.

Speaker and Presenter Information

Mr. John Shultz is the Director of Industrial Base Strategy in the Office of the Deputy Assistant Secretary of Defense (Materiel Readiness) (ODASD (MR)). He is the lead analyst responsible for oversight and reporting of Army sustainment maintenance and industrial base matters, software maintenance, public-private partnerships, and depot maintenance workload distribution (“50/50”) reporting to Congress. He directs the development, revision, and issuance of policies, programs, and procedures needed for the overall management of field- and depot-level maintenance of weapons system and equipment.

 

Mr. Shultz previously served as Depot Maintenance Policy Lead for the Army’s Maintenance Policy and Programs Directorate of the Office of the Deputy Chief of Staff G-4, Headquarters Department of the Army. In this position, he was the functional expert for all Army Organic Industrial Base and sustainment maintenance matters and activities.

 

Mr. Parker Bauer is the Director of the United States Air Force (USAF) Software Technology Support Center and co-leads the USAF Supply Chain Risk Management Software Support Center in the USAF Sustainment Center Software Directorate.

 

In these roles, he teaches and guides DoD organizations in system and software engineering best practices, he conducts on-site technical supply chain risk management (SCRM) assessments of suppliers, and he consults with USAF and DoD organizations on Software SCRM and software bills of materials (SBOM). He co-organized the first DoD Weapon Systems Software Summit in 2022 and is co-leading the team organizing this year’s Summit.

 

Hasan Yasar is the Technical Director of the Continuous Deployment of Capability Directorate at the SEI. He leads an engineering group developing prototype solutions with DevSecOps. He specializes in secure software solutions design and development in the cybersecurity domain, including digital investigation, incident management, and large-scale malware analysis. He is also an adjunct faculty member at CMU.
