Overview of the Workshop: 

The OMB Circular, No. A–11, Part 7 PLANNING, BUDGETING, ACQUISITION, AND MANAGEMENT OF CAPITAL ASSETS says that all major projects will be managed using EVMS as defined in the Capital Programming Guide. That the information will be used to report to status against OMB 300 programs. EVM is a proven project management technique which will provide an early warning of project cost and schedule performance issues.

On June 30, 2009, the Office of Management and Budget (OMB) launched the IT Dashboard providing Federal agencies and the public the ability to view details of Federal information technology project performance information. Cost and schedule performance information is reported monthly by Agencies in the OMB 300 Table IIA format. The CIO and project managers can utilize these performance results to identify cost overruns or savings, inferior estimates, schedule delays, or management performance issues affecting the investment.

In February 2010 the Federal CIO, Vivek Kundra, launched a formal process to dig into at-risk and failing IT projects in the federal government. The OMB calls this process TechStat sessions and plans to review every major IT Investment project in the government. TechStat review projects are chosen based on data reported on the Federal IT Dashboard which provides the public and federal managers insight into Agency project performance. The objective is to identify projects which are performing poorly and should be paused until corrective actions can be implemented or canceled all together.

In December 2010 the Federal CIO introduced his  25 POINT IMPLEMENTATION PLAN TO REFORM FEDERAL INFORMATION TECHNOLOGY MANAGEMENT.   This plan requires the adoption of a modular approach to major IT system development so as to deploy working business functionality in release cycles no longer than 12 months, and, ideally, less than six months, with initial deployment to end users no later than 18 months after the program begins.  Many Agencies are considering Agile or Agile like development methods and concerned about how to comply with OMB Circular A-11 and the Federal IT Dashboard. 

The GAO believes Agencies need to improve the implementation and use of earned value techniques to help manage major system acquisitions. The GAO is recommending that the selected agencies modify EVM policies to be consistent with best practices, implement EVM practices that address identified weaknesses, and manage negative earned value trends.

Dr. Robert Rovinsky Director of IT Enterprise Services Office of the Chief Information Officer Federal Aviation Administration Robert B. Rovinsky directs an office responsible for reviewing and improving all IT investment decisions within the office of the Chief Information Officer of the Federal Aviation Administration (FAA). His office reviews and helps prepare the capital investment business cases reported to the Office of Management and Budget (OMB) as part of the annual budget process. He also co-leads the implementation of earned value management in the FAA, for which he received the first Gary Christle leadership award from the Project Management Institute's College of Performance Measurement. His office also conducts software and process engineering reviews of FAA programs, and is responsible for forms, privacy, directives and records management. Currently his office is involved in a major overhaul of FAA's privacy program. Prior to taking this assignment, Dr. Rovinsky led the team responsible for leading the investment analyses of the FAA's communications, navigation, surveillance, facilities, infrastructure, and telecommunications programs. He also led, from October 1998-September 1999, an investment analysis team that reviewed all the agency's satellite navigation programs, whose total investment (FAA plus industry) exceeded 10 billion dollars. He also was program manager for air traffic flow modeling, and worked on an airspace design effort for New York City's airports. Prior to coming to the FAA in 1990, Dr. Rovinsky directed the Office of Research and Statistics for Fairfax County, Virginia, where he was responsible for all software systems used by the County and for the statistical and economic analyses used in County decision-making. From 1977-1987 Dr. Rovinsky was the Senior Information Manager and leader of an Operations Research Group within the US Department of Agriculture's Economic Research Service. Dr. Rovinsky has consulted in the areas of information technology, statistics, and management in Egypt, Pakistan, Zimbabwe, Costa Rica, and Morocco, and has taught Fiscal Leadership, Financial Management, Strategic Planning and Performance Measurement, Operations Research, Engineering, and Statistics at several universities, including Georgetown, Catholic University, Williams College, the USDA Graduate School, and the University of the District of Columbia. He holds a doctoral degree in Operations Research and a Masters degree in Mathematics, both from Cornell University, and has published widely on the applications of Operations Research. He did his undergraduate work in mathematics at the University of Pennsylvania, took graduate work at George Washington University in economics and managerial accounting, and earned, with distinction, the CIO Certificate from the Information Resources Management College of the National Defense University. Bob is married and has two teenage daughters. In Bob's spare time, he is a professional storyteller. Manny De Vera Chief, Service Delivery Center OCIO Federal Emergency Management Agency Department of Homeland Security Recently assigned as Chief, Service Delivery Center, Manny De Vera is responsible for FEMA’s Telecommunications Program, Circuit Provisioning, Applications Management and Production Environment, Email, Managed Services, Operations & Maintenance Contracts, and the Project Management Team within IT-Operations. From May 2008, Manny had been the successful FEMA Program Manager for Telecommunications, OCIO and was previously the Program Manager, Agile Systems, Systems Engineering and Development Branch (IT-SE) of DHS/FEMA’s Information Technology Services Division (ITSD). Manny’s was part of a team that was recently recognized by the Department of Homeland Security for efficiency that saved FEMA approximately $5 million in Telecom provisioning for the first six (6) months of FY10 with potential savings of $26 million in the next five years. At GSA’s Federal Acquisition Service, he served as Director, Office of Professional Services, and Center for Service Delivery & Project Management. He previously served as Deputy Assistant Commissioner for Service Development. He was responsible for the development for products and services for the Federal Technology Service that include Telecommunications, IT Solutions and e-Business. He also served as the Director, IT Solutions Regional Services Center of FTS where was responsible for the information technology solutions business line for the eleven FTS regions that provide goods and services to all Federal agencies throughout the country. In 1999, the Regional IT Solutions Program provided approximately $2.4 billion of products and services to federal agencies. He created the Millennia Lite Program that is a government-wide award-term contract and the Buyers.Gov initiative on volume purchasing and reverse auctioning. Emmanuel (Manny) De Vera has been teaching Information Technology Acquisitions, Project Management, and Capital Planning for over 12 years at the USDA Graduate School. In 2007, he was recognized with a distinguished Faculty Excellence Award. He has made presentations at the Industry Advisory Council Conference, Armed Forces Communications and Electronics Association (AFCEA) and numerous other conferences 1995-2005. He is 2002 graduate of the Federal Executive Institute.
