Conference Description

Electronic Warfare development activities associated with the ability to exploit the electromagnetic spectrum and the information environment are altering how commanders will view the concept of combined arms in the 21st Century. This is due in part to repurposed commercial technologies focusing on the ability to manipulate a commander’s perception of the battlefield. From an EMS perspective, the challenge is twofold; identifying the right technologies, and then institutionalizing their use. Effective manipulation of the EMS requires that members clearly understand their roles and responsibilities so as to ensure spectrum activities support commander’s intent and integrate into the operational scheme of maneuver.

The AOC Land EW Conference focuses on technological and organizational efforts towards meeting these ends.  Sessions and demonstrations provide evidence of how the U.S. and Coalition forces are implementing technology and changing organizational paradigms in order to exploit the EMS and the information environment.

 

Abstract: History has revealed that commanders who shape their battlefield and dictate the tempo of operations eventually emerge victorious. However, history has also proven that domination of a single warfighting “domain” does not ensure the ability to dictate terms in the others; no one “domain” is a panacea to victory.  It is the combining of arms in all of the domains that has proven the most effective in eventually defeating or placating an adversary. Those services who are focusing their efforts on land based EW are developing integrated approaches in order to enhance the combined arms concept for both Joint and Coalition commanders.

Conference Objectives: (1) Provide a forum to highlight the most recent technologies and organizational efforts that will provide the ground component commanders with enhanced organic EW capability and capacity. (2) Provide a forum to discuss the integration of land spectrum capabilities between U.S. and coalition forces. (3) Provide a forum to discuss the ability of these capabilities to integrate with the Joint commander’s scheme of maneuver. (4) Provide a forum to discuss the role land EW capabilities and how their ability to exploit the EMS and information environment will play in the overall DoD system of systems approach.

Electronic Warfare is reliant on a collaborative environment in order to fulfill the Joint SoS vision, what are the DoD’s plans for architectures to support the various spectrum requirements for the services from a strategic, operational, and tactical level?

1500 – 1615 Session 4 - CREW Sustainment and Integration into Service EMS Operations
CREW devices are the new abusers of spectrum and the land component has thousands. How are these to be sustained, continued to made relevant and plans for incorporating into larger architectures? This session is planned to include speakers from across the various services providing the latest information regarding their efforts. Potential topics from each could include RDT&E, networking devices, planned sustainment with OCO drawdown.

Consumer information technology business model: Review of consumer industry RDT&E and how they are poised organizationally to take advantage of the latest technologies. Where are developments leading that will alter the manner in which the information environment is exploited for the consumer and is this a model for DoD to emulate?

1530 – 1615 Session 7 - Service EW Support of the Land EW Component, USN & USAF Focus
Services support of land EW. Planned briefs will include Air Force C-130 Compass Call and USN EP-3 specific efforts that are able to bridge between traditional SIGINT and ELINT that supports ground EW.

Discuss how EW is a critical force multiplier. in reference to the latest Air & Sea Battle efforts.

Update of latest MAGTF capabilities in the operating forces. Potential topics include; ICAP III, Intrepid Tiger II, Radio Battalion, SRP, WTI, and SPEED.

1315 – 1415 Session 10 - NATO Ground EW Efforts, Royal Marine Corps (unclassified)
The Royal Marine Corps conducted operation Herrick in OEF demonstrating the fusion of all EMS-reliant capabilities.
