Speaker and Presenter Information

John Hughes is the President of Construction Bonds, Inc. (CBI). Mr. Hughes founded the agency in 2003 to provide bonds through the SBA bond guarantee program and traditional A-rated bond markets to emerging contractors. With over 40 years experience in insurance and bonding, including a strong background in construction insurance and bonding and multiple professional insurance affiliations, Mr. Hughes is responsible for all facets of the agency’s operations. Mr. Hughes understands the challenges faced by many first time bond clients and engages them as partners with the agency in order to empower them to succeed financially. In doing so, he takes a personal interest in the bond needs of all of CBI’s clients. Mr. Hughes has maintained an insurance agent license since 1973, meeting annual requirements for continuing education. He has also held the Chartered Property Casualty Underwriter (CPCU) and Associate in Risk Management (ARM) designations since 1980 and 1982, respectively. He is a member of the National Association of Surety Bond Producers (NASBP), Associated Builders & Contractors, Inc. (ABC) and several small business associations. Mr. Hughes also served in the United States Air Force Security Service with a Top Secret Clearance for five years. Joshua Etemadi is a surety bond producer at CBI. He is dedicated to helping small contractors understand bonding issues and gives numerous seminars outside of the office and also volunteers through the Prince George’s County and DC CBE Contractor Development Programs. Mr. Etemadi speaks three languages, is a graduate of the George Mason School of Management, a member of both the National Association of Surety Bond Producers (NASBP) and Associated Builders and Contractors (ABC) and is working toward his Associate of Fidelity and Surety Bonding designation. Gloria Berthold is President of TargetGov, a national company focusing on government procurement, related business development and marketing services including creating effective Capability Statements, successful minority certification, contract development (GSA Schedules, etc), relationship development, proposal management, contract administration and expert federal contracting services.
